My Reflections on COP23 – challenges, inspiration, and hopes for the future

I had the great pleasure of attending COP21 in Paris, 2015. The air was full of anticipation, hope and a clear sense of urgency. The achievements of the conference were remarkable and as a climate scientist I felt a degree of reassurance (albeit uneasy reassurance) that there was now a serious global commitment that may lead to a turning point in climate action.

Two years on, I was therefore excited to attend COP23 in Bonn as part of the IPCC (Intergovernmental Panel on Climate Change) delegation, to see how things were progressing.

I was immediately struck by the difference. The negotiations here were largely focussed on how to implement the Paris Agreement. The discussion were necessarily more technical, but less awe-inspiring, ‘nuts and bolts’. Without the big deadline and the huge public pressure to sign a global agreement, it seems things in the negotiations moved slowly, and there was an air of frustration amongst some negotiators and campaigners.

Despite the slow pace in the negotiations, this blog shares some real highlights from the week, as well as some low lights, alongside my thoughts on proceedings.

COP23 started with an announcement from Syria that they would sign the Paris Agreement, leaving the USA isolated as the only country that will not be part of the Agreement – Trump’s announcement to withdraw from the Agreement offers a stark reminder of the impact of domestic political change on international initiatives.

It was however encouraging to go to the launch of the US #wearestillin campaign – a collection of states, cities, businesses, NGOs, civil society etc that are willing to make a commitment to climate change despite Trump pulling out of the Paris Agreement. With Bloomberg having offered to cover for the USA’s climate finance and on our side of the pond, Macron offering to cover their commitments to the IPCC (with a little top up also from the UK government).

Despite anticipating that the US delegation might join Saudia Arabia and others to stall progress, they sent the usual negotiators who were being helpful in the side-lines, if quiet during decisions. China, on the other hand, were not being as constructive as they could have…..

Climate finance, historical responsibilities and ability to pay.

Finance is always one of the biggest sticking points of negotiations, and this year was no different. China (and others) want America to put up large sums of climate finance (to fund adaptation and mitigation in other countries), taking historical responsibility for their emissions, but America will not do this. Even Obama, who strongly supported Paris, would not agree to take responsibility for emissions before there was widespread acceptance of on climate change being anthropogenic.

In the past, developed and developing countries had differentiated responsibilities for mitigation of climate change, reflecting their different historical contributions and capabilities. Only “Annex I” (“developed”) countries such as the EU, USA and Canada had mitigation targets and financial opbligations under the Kyoto Protocol. Economies in Transition (such as China) and developing countries did not. Moving forward in Paris, the process of countries setting their own targets (Nationally Determined Contributions) gave all countries responsibilities but also control over their own action, reducing the need for formalised differentiation.

China remains keen to retain formal differentiation, but many at the conference began to question the legitimacy of China’s appeals for finance and differentiation when they have become the largest pollution nation (albeit with lower per capita emissions that America) and one of the most rapidly growing economies.

Reconnecting with the lived experience of climate change 

There was an overwhelming number of science talks at a huge verity of side events. For me though, the best thing about COP was the opportunity to mix with people, hear stories and go to talks that I wouldn’t normally get the chance to. It takes me away from my number crunching to hear how people are experiencing climate change, to talk about the realities of adaption and mitigation, to remind us how the world really works outside of computer models.

Talking to a young African man and an indigenous Guatemalan woman about how people are experiencing climate change now, they explained that people often don’t really know that that is the reason their crops have failed three years running, or there are more regular storms of higher intensity, or their houses are washing away. They are worrying how to feed themselves and pay for their kids to go to school. They are not concerned with how they can mitigate climate change, but how they can live.

Developing countries and indigenous groups attended in force, raising awareness of how climate change is affecting them now, and demanding action. These groups reconnected us with the urgency of the task at hand, and with the talks under the Presidency of Fiji this year, there was a loud and passionate voice from the Pacific Islands. Many islanders are already having to leave their homes due to sea level rise, salt water inundation of crops and drinking water aquifers – not to mention the series of increasingly frequent and devastating storms. One of the Island country negotiators told me that many other countries were keen to gain the favour of the Pacific Islands as the many countries (and therefore many votes) could lead them to become a powerful influencer.

A triumph or misfortune of participation? 

One news article noted the five largest delegations were from African countries (nearly 500 from Cote d’Ivoire). While on the surface this is a major accomplishment, there were mutterings in the conference from younger African delegates that some senior colleagues had little interest in proceedings. While the importance of gender issues and climate was a major issue on the table at COP23, the proceedings also reflected other revelations of sexual misconduct with complaints of senior powerful male figures taking advantage of young female staff.

Some final thoughts 

All in all, I have not come away from COP23 with the sense of achievement and exhilaration at the end of COP21 Paris, but a sense of urgency of the need to make it happen faster.

As Kevin Anderson from Tyndall said to me – we have known about this for some time now and yet we are failing, every one of us, to make anything happen at the scale and rate it needs to.

As I claw for answers on how to achieve this, I’m reminded that this year at COP there was a focus on youth. I saw some amazing youth speakers and participants, including one of our 3rd year undergraduate geography students. I also met two of our recent MSc graduates, one who was on the Mexican Delegation and one working for and NGO Climate Action Network.

I take great inspiration from these hugely talented young people, and they, alongside the impassioned and increasingly powerful voices of developing nations, offer hope. Whilst the responsibility for dealing with the implications of climate change should not rest solely in their hands – the devolution of power/ resource to those with fresh ideas and approaches could be exactly what we need to catalyse change.

Global Environmental Change mini-symposium

At the end of June, the Cabot Institute hosted the Global Environmental Change mini-symposium – a one hour whistle-stop tour showcasing the breadth of research within this theme of the Cabot Institute. Speakers represented different schools from the University that actively work on the spectrum of Global Environmental Change challenges, such as environmental law and policy, biodiversity conservation, biogeochemical cycles, environmental justice and environmental history.

 
Each speaker had time for a very short talk, with some choosing to focus on specific aspects of their work in depth and others instead covering the breadth of research carried out by colleagues in their school. The audience too came from a wide background, with everyone from undergraduate and masters students up to professors represented. Although with five speakers (plus some words from the theme leaders, Jo House and Matt Rigby) there was not much time for questions during the hour of talks, there was plenty of time for discussion over food and drinks afterwards.

Although it was billed as a miniature event, it set out to address grand, ambitious, global challenges. It was a short, punchy reminder of the huge range of research skills found within the Cabot Institute. We might not have solved the Earth’s challenges in an hour or two, but now that the dust has settled we certainly have a good idea of who to ask and how to start taking them on. I look forward to the mini-symposiums for the Cabot Institute’s other five research themes!

COP21 daily report: Reflecting on the science of climate change

Bristol’s presence at COP21 started with a bang, with some of its most important contributions being showcased as it opened  the Bristol/Paris/ICLEI Cities and Regions Pavilion.  There is a lot to digest from that and that will be the focus of tomorrow’s or Friday’s blog.  Today, however, I am going to take a step back and revisit the climate science that is the basis for the political, entrepreneurial and social actions currently being discussed in Paris.

When I started by PhD in 1992, the concentration of carbon dioxide in the Earth’s atmosphere was about 355 ppm and already a huge source of concern to climate scientists.

About one year ago, depending on the station or the season, CO2 levels passed 400 ppm for the first time in human history.  And for the first time in ice core history, extending back nearly 1 million years.  And – based on our recent work using chemical proxies to reconstruct atmospheric carbon dioxide – probably for the first time in about 3 million years.

If we continue burning fossil fuel, even with reduced emissions, we will reach 550 to 700 ppm by the end of this century. Our work and that of others reveals that these are values that the Earth has not experienced for at least 10 million and maybe even 30 million years.

This is causing the Earth to warm.  That relationship is derived from fundamental physics and first articulated by Svante Arrhenius over a century ago.  Our climate models elaborate and clarify this relationship.  Earth history validates and confirms it – when CO2 was higher, the planet was warmer.  And consistent with that, this year is on track to be the warmest in recorded history, with human-induced warming now thought to have warmed our planet by 1C.

This is half of our agreed limit of 2C; and due to the slow response of the climate system, more warming will come.

These are some of the truly eye-opening facts surrounding climate change, the challenge we face and the need for this week’s negotiations.

There are many who will argue that the science of climate change is too uncertain to act upon.  The observations listed above, and many others, reveal that to be a manipulative half-truth.  There is an astonishing amount of knowledge about climate change – and global warming in particular.

Moreover, as Steve Lewandowksy (and Tim Ballard and myself) discussed in an article in the Guardian yesterday, the uncertainty that does exist in our understanding of climate change impacts is cause for mitigative action not complacency.  This was based on our recent volume in the Proceedings of the Royal Society, in which a great diversity of researchers highlight the impact of uncertainty on the economy, cooperation, action and creativity.

This has long been a focus of the Cabot Institute; Living with Environmental Uncertainty is a central tenet of our mission. ]We have hosted consultations and workshops on understanding, constraining and communicating uncertainty; advised decision makers and leaders; produced papers, reports and even handbooks. This year as part of the Green Capital, we framed much of our own activity, as well as our contributions to the Summits, Arts Programme and Festivals, around this theme: The Uncertain World.

A great example of this research is that of the Bristol Glaciology Centre.  Tony Payne was a Lead Author on the IPCC report on ice sheets and sea level rise.  Glacial biogeochemists, Martyn Tranter, Jemma Wadham and Alex Anesio, are studying how surface melting can create dark patches of algal growth which could absorb light and accelerate melting.  Jonathan Bamber led a fascinating expert elicitation study which suggested a wider range of potential sea level rise than previously thought.

All in all, this work is consistent with the most recent IPCC report that sea level rise will likely range from 0.7 to 1.1 m by the end of the century.  However, that range belies deeper and more frightening uncertainty. Professor Bamber spoke about this yesterday at COP21 as part of the International Cryosphere Climate Initiative and Scientific Committee on Antarctic Research session on Irreversible Impacts of Climate Change on Antarctica.  Their presentation highlighted that the IPCC range of potential sea level rise is largely a function of the 2100 time frame applied.  Longer timescales reveal the true magnitude of this threat. The projected ~1m of sea level rise is probably already inevitable. It will be even higher – perhaps several metres higher – if we warm our planet by 2C, and even more so if it warms by the 2.7C that current Paris commitments yield. The geological record suggests even more dramatic potential for sea level rise: 3 million years ago, when CO2 concentrations were last ~400 ppm, sea level might have been 20 m higher.  These changes almost certainly would take place over hundreds of years rather than by 2100.  But their consequences will be vast and irreversible.

This uncertainty is not limited to warming and sea level rise.  Uncertainty is deeply dependent in rainfall forecasts for a warmer world; we know that warmer air can hold more water such that rainfall events are likely to become more extreme.  However, how will that change regionally?  Which areas will become wetter and which drier?  How will that affect food production?  Or soil erosion?

Of course, climate change is about more than just warming, sea level rise and extreme weather.  It is also about the chemistry of our atmosphere, soils and oceans.  Again profound concern and uncertainty is associated with the impact of coastal hypoxia and ocean acidification on marine ecosystems. In fact, it is the biological response to climate change, especially when coupled with all of the other ways we impact nature, that is most uncertain. Unfortunately, Earth history is less useful here.  Even the most rapid global warming events of the past seem to have occurred over thousands of years, far far slower than the change occurring now, a point that emerges again and again in our research and frequently emphasised by the Head of our Global Change Theme Dani Schmidt.

What is happening today appears to be unprecedented in Earth history.

We are creating an Uncertain – but also volatile, extreme and largely unknown world.  Some of that is inevitable.  But much of it is not.   How much will be largely decided in Paris.

But not just by nations.  Also by mayors and councils and LEPs, NGOs, citizens, businesses and other innovation and transformation leaders.  This is why the actions being proposed in the Cities and Regions Pavilion, not just by Bristol but by hundreds of cities and local authorities across the globe, are so very exciting.

India-UK scientific seminar: Developing new records of global change

The Royal Society of London, which was founded in November 1660, is the oldest existing scientific society with a long history of working internationally. Indeed, in 1723, the Royal Society established the post of Foreign Secretary, nearly 60 years before the British government did. In 2014, science remains a global endeavour which requires both international discussion and collaboration. In order to facilitate international and collaborative study, the Royal Society recently funded a three-day seminar for Indian and UK climate scientists. The aim of the proposal was to help develop new records of past global change in India using a variety of geological and geochemical techniques.

The seminar, hosted by Professor Paul Pearson (Cardiff University) and Professor Pratul Saraswati (IIT Bombay), was held in Bhuj between the 15th and 18th of January. Bhuj is a relatively small city in the district of Kutch and is located approximately 100km from the Indian-Pakistan border. In 2001, Bhuj was devastated by a magnitude 7.7 earthquake. The death toll approached 20,000 and over 600,000 people were made homeless. However, since then, Bhuj has become an outstanding example of a town rebuilt from scratch thanks to government support and corporate involvement. The city has become the focal point of western India’s growth and more than 200 companies have been established in the region since 2001. Of particular importance is the cement manufacturing industry which exploits the abundance of lime- and clay-containing materials (e.g. limestone and shale).

The UK was represented by five scientists whose research encompassed the major disciplines in past climate research. Attendees were selected from a range of universities, including two participants from the Cabot Institute at the University of Bristol (Dr. Dan Lunt, a climate modeller based in the School of Geography, and myself, Gordon Inglis, an organic geochemist based in the School of Chemistry). Ten Indian scientists were also in attendance, including members from academia and industry. The primary aim of the seminar was to develop stronger international collaborations between India and the UK, with an emphasis upon developing new climate records from the Indian continent. The first two days were designated for individual presentations and focused upon the regional geology of India and a variety of analytical techniques available to both parties. The third day was spent in the field and allowed participants to visit the geological successions discussed in the seminar.

A particular highlight was a visit to the Deccan Traps. Encompassing most of central and western India, the Deccan Traps is the world’s largest continental flood-basalt province outside Siberia. The eruption is thought to occur between 68 and 65 million years ago, approximately coinciding with the Cretaceous-Paleogene mass extinction event, and is associated with the demise of the dinosaurs and other marine and terrestrial species. Although the event has been attributed to a large bolide impact in Mexico, the Deccan Traps were almost certainly a major contributor to this extinction. Ken Caldeira, an atmospheric scientist who works at the Carnegie Institution, has argued that the Deccan Traps may have been responsible for a 75ppm increase in carbon dioxide during this interval. Although this is relatively small in geological terms, it is comparable to the increase in CO2 that has occurred over the past 50 years as a result of anthropogenic climate change. In more recent times, geologists are studying whether the Deccan Traps can store CO2 derived from coal-fired power stations in an attempt to reverse anthropogenic climate change.

Although the visit to India was brief, the seminar was a success and both Indian and UK scientists showed a great deal of enthusiasm for developing future collaborations. In particular, there is great scope to reconstruct past climate records over the past 70 million years and how that has corresponded to major biotic events.
