How banks are trying to capture the green transition

Private sector banks in the UK should have a central role in financing climate action and supporting a just transition to a low carbon economy. That’s according to a new report from the Grantham Research Institute at the London School of Economics.

Framed as a strategic opportunity that climate change represents for investors, the report identifies four specific reasons why banks should support the just transition. It would reinforce trust after the financial crisis; it would demonstrate leadership; it would reduce their exposure to material climate risks; and it would expand their customer base by creating demand for new services and products.

The report is not alone in its attempt to put banking and finance at the centre of a green and just transition. Similar arguments are presented by the World Bank, by the European Union, and by many national task forces on financing the transition, including the UK’s.

In all these cases, banks and financial markets are presented as essential allies in the green and just transition. At the same time, the climate emergency is described as a chance that finance cannot miss. Not because of the legal duties that arise from international conventions and the national framework, but because banking the green transition could help reestablish public legitimacy, innovate and guarantee future cashflow.

Twelve years after the financial crisis, we may be aware that banks and finance were responsible for the intensification of climate change and the exacerbation of inequality, but such reports say our future is still inexorably in their hands.

Is there no alternative to climate finance?

Four decades on from British prime minister Margaret Thatcher’s infamous motto that There Is No Alternative to the rule of the market, the relationship between financial capital and the green and just transition is presented as universal and inevitable. However, a vision of the future is a political construction whose strength and content depend on who is shaping it, the depth of their networks and their capacity transform a vision into reality.

In the case of climate finance, it seems that a very limited number of people and institutions have been strategically occupying key spaces in the public debate and contributed to the reproduction of this monotone vision. In our ongoing research we are mapping various groups involved in green financial policymaking: the EU’s High-Level Expert Group on Sustainable Finance and its Technical Expert Group on Sustainable Finance, the UK Green Finance Task Force, the participants to the 2018 and 2019 Green Finance Summits in London and the authors behind publications like the LSE’s Banking on a Just Transition report.

Across these networks, key positions are occupied by current and former private industry leaders. Having done well out of the status quo, their trajectories and profiles denote a clear orientation in favour of deregulation and a strong private sector.

Often, the same people and organisations operate across networks and influence both regional and national conversations. Others are hubs that occupy a pivotal role in the construction of the network and in the predisposition of the spaces and guidelines for dialogue and policy making. This is the case, for example, of the Climate Bond Initiative (CBI), a relatively young international NGO headquartered in London whose sole mission is to “mobilise the largest capital market of all, the [US]$100 trillion bond market, for climate change solutions”. Characterised by a strong pro-private finance attitude, CBI proposes policy actions that are infused by the inevitability of aligning the interests of the finance industry with those of the planet.

Let’s unbank the green and just transition

COVID-19 has emphasised the socio-economic fragility of global financial capitalism and represents the shock that may lead to an acceleration of political processes. While corporate giants are declaring bankruptcy and millions are losing their jobs, governments in Europe and across the global north continue to pump trillions into rescuing and relaunching the economy in the name of the green recovery.

Political debate and positioning will decide whether these public funds will be spent on bailouts or public investments, on tax breaks for the 1% or provision of essential services, or whether the focus will be on green growth or climate justice. But private finance is already capturing this debate and may become a key beneficiary. Getting a green and just transition does not only depend on the voices that are heard, but also those that are silenced.

Intellectual and political elites on the side of the banks are making it harder to have a serious discussion about addressing climate change. NGOs and campaign groups are participating, but only if they share the premises and objectives of the financial sector.

This crowds out more transformative voices from civil society and the academy, and establishes a false public narrative of agreed actions despite the numerous voices outside of this club. And it also normalises the priority of financial market activities, putting profit before people and planet.

The current crisis is an opportunity to rethink what a green and just transition would entail. We must continue to question the role of finance rather than taking it for granted and ensure that the “green and just transition” becomes precisely that: green and just, rather than another source of profits for banks and the 1%.The Conversation

How engaging citizens can help to shape green cities

In order for European territories to be more environmentally and socially sustainable the involvement of citizens is key. Experiences throughout Europe show us that developing strategies to improve the engagement, collaboration and communication with local stakeholders – across diverse realms and thematic domains – is essential to ensure an effective outcome. During European Green Week, a workshop organised by DG Environment, was conducted to showcase some inspirational experiences in terms of sustainable urban development, health and waste management from different European cities.

Speakers included Mauro Gil Fournier (Estudio SIC), Professor Rich Pancost (Director of University of Bristol Cabot Institute for the Environment), Silvia Moroni (AMAT), Paola Robalo (Centro Ciência Viva do Alviela), Sietse Gronheid (Wasted Social Enterprise) and Igor Kos (City of Maribor).

[Rich Pancost contributed on a variety of issues, largely arising from Cabot Institute and Bristol City engagement, but spoke primarily about the Green and Black Conversation and Ambassadors programme.  He emphasised the importance of engaging with marginalised groups, the fact that they have much to teach ‘established’ organisations, and the fact that inclusion requires far more than good will but hard work and appropriate financial investment.]
There was much feedback from the workshop as to how citizens could help to shape green cities which included:

  • We need to consider different levels of citizens’ involvement: consultation, participation, co-creation. For this reason we always have to consider who is involved and who is excluded from every process.
  • People are involved in topics they care about, so in order to get out of our elitism we need to address issues that really matter to most people, especially those people that are often not actively engaged. This is what was experienced by the Green and Black Ambassadors during the Bristol Green Capital year, where a community radio station with a focus on the local African-Caribbean community (Ujima Radio) framed environmental discussions and training around the perspectives of local community members.
  • Topics such as air quality, circular waste management or water pollution are hard topics to get people involved in, whilst topics such as food or green spaces are often more recognised by people because the feel ‘closer’. For this reason Milan, which is taking part in the Air Quality Partnership of the EU Urban Agenda, is working on developing an Action Plan that will actively address citizens’ involvement through a concrete toolkit.
  • For people to be engaged we need to involve them throughout the process and not just at the end to show the results. This is what has been experienced in Portugal by the Science Centre in Alcanena that is involving the local community in monitoring water quality, polluted by the local industry, in order to understand the roots of the problems and develop together possible solutions.
  • In order to get people involved in long term change we need to deliver short and medium term results that they can appreciate. This is what is being done in Maribor, that is developing a long term circular economy strategy and is creating festivals, schools events and fairs to get people involved and experience some of the changes taking place in the waste, such as for the biological waste turned into compost for community gardens.
  • Participatory processes that really get people committed, beyond a consultation, require people with professional skills of moderation and community engagement, which should therefore also be economically remunerated in order to ensure long term commitment. This is what is experienced by in Amsterdam, where through the Wasted project circular waste cycles are an opportunity to create complementary currencies in partnership with local enterprises.  The same is true for engaging with marginalised groups who have to sacrifice precious time to contribute; we cannot extract free labour from anyone but especially groups that are already marginalised by structural inequities.
  • For environmental and societal transition to take place we need to ensure that it also affects economic and financial models in an inclusive and participatory way, otherwise large parts of our society will keep being left out. This is what has been done in Madrid through the MARES project that develops social economy cooperatives around sustainable mobility and energy production.
  • Skills around social media and communication tools need to be addressed in order to reach out to people, yet they might be more effective tools for consultation rather than co-creation.

Olympic opening ceremony leaves some feeling green


For the first time in South America, the ‘greatest show on earth’ opened with a Brazilian bang last Saturday. The ceremony was a colourful celebration of the diversity of Brazilian culture complete with 50m long animated microbes, Amazonian dancers and pop-up favelas. As the BBC’s Andrew Cotter (slightly awkwardly) remarked ‘Beijing was grandiose, London was smart. This is going to be cool’.

Somewhat to my surprise, intertwined with the samba and sparkles the ceremony carried a strong environmental message, showing the world that the diving pool isn’t the only thing with a hint of green in Rio. It was apparent that the organisers planned to tackle the environmental concerns around the most recent Olympics head-on by brazenly exhibiting Brazil’s environmental conscientiousness rather than its negligence. As the ceremony unfolded, this seemed to sit a little uncomfortably against the backdrop of the polluted waters of Gunanabara Bay, which reportedly have resulted in several competitors contracting illnesses.

This is an easy thing to bash from the comfort of our keyboards and credit should be given where it is due. The Brazilians have done something that no country has done before. They had the world’s spotlights on them and instead of producing a nothing but a stream of outlandish pyrotechnics and expensive set design, they took the opportunity to speak directly to the globe about one of the biggest challenges facing humankind. Whatever the motive, this must be a good thing, surely? They screened a film about the causes and effects of sea-level rise and coupled it with stunning footage of the amazon in all its natural beauty. They also gave each competitor a seed which will be planted to form a forest as a legacy of the Rio Olympics.

Amongst this, they interwove the poem ‘A Flor e a Nausea’ (Flower and Nausea) by Carlos Drummond de Andrade, which was read by our own Dame Judy Dench. The Portuguese and English recitals rolled into each other as the poem was read out. Married with film of the streets of Rio it expressed both the fragility and resilience of nature amongst the polluted artificial environment. The decision to end on a poetic note was a good one in my opinion, providing a more uplifting conclusion to the climate change-chunk of the proceedings. I came away feeling hopeful that the world might have taken heed and we may see some good come out of it.

This feeling of excitement didn’t last long. Looking through the twitter reaction to the ceremony I can’t help but feel a little frustrated. The most animated response were reserved for Brazilian model Gisele Bundchen’s (albeit impressive) catwalk across the stage and the muscled Tongan flag bearer who was so oiled it would put Dominos pizza to shame. The message of global unity in the fight to prevent irrevocable environmental devastation paled into insignificance against his shiny torso. It seemed that people, in the UK Twittersphere at least, are a little bored of hearing the climate change rhetoric.

Perhaps even more frustrating was the media reaction from some outlets…  I suppose we should be happy at the use of the word ‘lectures’ rather than ‘lies’. Small victories.

In other coverage, the green-theme was simply ignored. The BBC write up lacked even one mention of the words ‘climate’ or ‘environment’: clearly the 11,5000-strong forest being built as the legacy of the games was totally irrelevant compared to Pele’s kidney troubles and the presence of Russians in the stadium.

Still, there are lessons to be learnt everywhere and maybe this wasn’t the best location for this message to be broadcast.  Perhaps the irony of Brazil’s environmental damage and the hypocrisy surrounding a lot of what the games entail was too much for some to bear:

 

For others, the focus on climate was seen as ‘green-washing’ technique to try and mask the social inequality that is reported across Brazil. Coupled with political turbulence and accusations of corruption, many believe the Olympics games are bad news for the country full stop.

Whatever the answer is, I believe that this was a positive step forward in global climate change acceptance. On a stage that is meant to celebrate some of the greatest achievements of humankind we were brave enough to highlight our failures. With the closing ceremony around the corner, let’s hope it doesn’t get forgotten amongst the excitement of scandals, medals and world records.

Is nuclear green?

It may not be surprising to you that printing the question “Is nuclear green?” on two large banners at the Bristol Harbour Festival in July caused a bit of a stir, but this is exactly what Dr Tom Scott (reader in Nuclear Materials and member of the Cabot Institute at the University of Bristol) and his group of volunteers wanted to do.  I joined the group at their stall next to the MShed to listen to their conversations with the public ignited by this thought provoking question.

The volunteers largely comprised of Bristol members of the South West Nuclear Hub (a joint research partnership – which Dr Scott co-directs – with Oxford University), University of Bristol physics undergraduates and some employees of Magnox Ltd a nuclear company in the South West. Together, they rolled out a wide range of activities at their marquee that invited everyone to join in and voice their opinions without judgement.

A live opinion poll with green and red plastic tokens (to vote “yes” and “no” respectively) was placed amongst the crowds along the harbour side to encourage participation and, in general, people were happy to vote publicly. We asked people to explain why they thought that way as they voted: “The sooner that they build Hinkley C the better!” one man announced as he dropped in his green token. (Hinkley C is the name of the new nuclear power station scheduled to be built at Hinkley Point in Somerset.) A red token voter proclaimed “We should go back to coal!” as he dropped his token in. Some members of the public even pretended to scoop up large numbers of tokens to demonstrate the intensity of their view.

The juxtaposition of the words “nuclear” and “green” in the question “Is Nuclear Green?” suggests that there is no straight-forward answer, but yet intense opinions on the matter persist. Nuclear energy, in general, suffers from a negative public opinion and there are three key reasons for this:

  1. the perceived risk of the waste product
  2. the potential for disasters like Chernobyl to happen again
  3. the historical link between nuclear energy and nuclear weapons.

Dr Scott and his volunteers set about to change public opinion on nuclear energy by presenting the facts on their activities in a neutral light, such that the public would feel free to make up their own minds.

One of the activities at the stall, popular with children, had a Scalextric set (a slot car racing set) connected to a pedal generator – demonstrating how much human power was required to drive the toy cars. Further inside the marquee, you’d see a bucket of coal, 16kg of which is required to meet the electrical demands of one person per day. Many were impressed when they were then presented with a dummy pellet of nuclear waste the size of the end of their thumb that would produce enough energy for their entire lifetime.

Meeting the energy demands of today is a pressing global issue and nuclear power provides a virtually carbon-free way of producing a large quantity of electrical power. Festival-goers were also surprised to learn that due to the large amounts of cement used to install solar and offshore wind power stations, the amount of carbon dioxide released is greater per unit of energy produced than nuclear over the lifetime of the power station.

However, people are generally fearful of the toxicity of waste that nuclear power reactors produce and how it is dealt with. By mimicking Bruce Forsyth’s TV show, Play Your Cards Right, people could learn about the relative radioactivity from different sources. For example, if you went on three transatlantic flights in a year, you would exceed the average annual occupational exposure of a nuclear power station worker.

What gives off the most radioactivity?

“But what if it all goes wrong?” said one lady from Bristol. This fear is understandable given disasters such as Chernobyl, Three Mile Island and Fukushima and it has resulted in publicly driven change. In Germany, for example, large anti-nuclear protests occurred in the wake of the Fukushima nuclear disaster in March 2011 caused by a tsunami. Partly in response to these protests, the German government have scheduled all nuclear power stations in Germany to be shut down by 2022.

It would be foolish to suggest that the effects of the Fukushima disaster are innocuous and that nothing went wrong. However, it surprised people to learn that despite the large number of fatalities caused by the tsunami directly, there were no recorded fatalities due to short term overexposure of radiation at Fukushima. Of course, the long term effects are unknown and it would be surprising if there were not any future health risks from the disaster.

Many older members of the public were concerned about the connection between nuclear power and nuclear weapons. It is a fact that the idea of using nuclear energy to generate electricity was borne out of the nuclear arms race that started during the Second World War. Nowadays though, the link between nuclear weapons and nuclear energy is unfounded in the UK because the plutonium required to make the weapons is not extracted from nuclear waste reprocessing.

The physics of nuclear fission is very well understood by the scientists and engineers working in nuclear energy, and the risks of using this process to generate electricity are met with very strict safety standards. Despite these rigorous safety measures, nuclear power gets a bad press because the evidence for its potential to harm is clearly visible: the waste has to be specially treated before it is buried and the mass evacuations are put into place following a disaster. Nuclear power station disasters are etched into people’s memories because of their scale but the actual risk posed by a nuclear incident is much lower than maintained by the public.

On the other hand, large quantities of greenhouse gases are continuing to be released into the atmosphere from burning fossil fuels and although there is also visible evidence for climate change, the serious threat it poses to our planet it is diluted by politics. This plight is encapsulated by the most solemn of quotes from the event;

“I suppose the truth of it is, that the thing that isn’t green is humanity.” 

Perhaps nuclear fission could be a necessary interim energy source before cleaner nuclear fusion takes over in 50-100 years time.
