Four ways winter heatwaves affect humans and nature

An extreme winter heatwave meant countries across Europe experienced a record-breaking New Year’s Day. New daily temperature records for the month of January were set in at least eight countries: Belarus, Czechia, Denmark, Latvia, Liechtenstein, Lithuania, Netherlands and Poland.

In many cases the temperatures were not just breaking the old highs, but smashing them by massive margins. On a typical January day in Warsaw, Poland, temperatures would barely go above freezing, yet the city recently experienced 19℃, breaking the previous January high by 5.1℃.

New January records were set at thousands of individual stations in many other countries such as 25.1℃ at Bilbao airport in Spain, 0.7℃ hotter than the previous record set only last year. Large areas of central and Eastern Europe experienced temperatures 10℃ to 15℃ warmer than average for this time of year – and that has persisted through the week.

When Europe experienced extreme heat in July of last year, more than 20,000 died. Fortunately winter heatwaves are much less deadly, but they can still affect both human society and natural ecosystems in many ways.

1. Less energy is needed

In Europe deaths due to cold weather vastly outweigh those caused by extreme high temperatures – in the UK there are ten times more. Warmer winters will reduce this excess mortality and, with the current cost-of-living crisis, many will have been relieved that a heatwave meant less energy was needed to heat their homes.

Electricity demand is influenced by things like the time of day, the day of the week and socio-economic factors like the COVID pandemic or the war in Ukraine. The weather also makes a difference. For example, in Poland and the Netherlands demand was noticeably lower than average, especially since January 1 was a Sunday. The extent of the heatwave also meant countries could refill some of their winter gas reserves, or large batteries.

2. Reduced yields for some crops

Winter warm spells don’t always have such a positive impact though. For instance a lack of snow in the mountains affects agriculture and can reduce crop yield, since snow creates an insulating blanket that prevents frost from penetrating into the soil. This means snow can actually increase soil moisture more than rainfall, thus improving growing conditions later in the season.

The big snow melt in spring time replenishes reservoirs and allows hydroelectricity generation, but unexpected snow melt can lead to flooding. Changes to the timings of these events will require preparation and adaptation to enable a steady supply of water to where we need it.

Warmer temperatures will create longer growing seasons in many regions. This is not always the case though. A recent study showed that for alpine grasslands an earlier growing season (the point when snow has melted entirely) leads to ageing and browning of the grasses in the later part of the summer.

3. The snow economy is in trouble

The heatwave caused ski resorts across the Alps to close in what should be their busiest time of year. In January the slopes would be expected to have a good covering of snow – but instead we saw green grassy fields.

This hits the local economy where many people rely on winter sports tourism. Events such as the Adelboden alpine ski World Cup are relying on artificial snow, which comes with a further environmental cost increasing the carbon footprint of ski resorts and requiring a large water supply. Indeed, the Beijing winter Olympics used the equivalent of daily drinking water for 900 million people to generate the artificial snow it required.

4. Animals out of sync with the climate

We humans are perhaps fortunate, as we are able to adapt. Some ski resorts have already opened mountain bike trails in winter to offer alternative tourism, but wildlife and ecosystems cannot adjust so rapidly.

In the mountains many species, such as ptarmigan and mountain hares, change their colouring for winter to camouflage in the white snow. The timing of this change is determined by length of day – not the temperature or amount of snow. These creatures are at greater risk of being preyed on when it is warmer.

Over the past century heat extremes in Europe have increased in intensity and frequency. Both the general warming and heatwave events have been firmly attributed to humans.

Future projections suggest these trends will continue and heatwaves in both summer and winter will get hotter, last longer, and occur more often. We need to learn to adapt for these changes in all seasons and think about the impacts on everyone – and everything – on our planet.The Conversation

Climate change will not impact everyone the same way; but we do not know how

Climate change is affecting the lives of billions of people. The impacts range from water scarcity and food production to health and wellbeing. Climate change impacts are felt in the cities and settlements where people live. We have heard many times that we need to ensure no one is left behind in climate change adaptation and mitigation. To ensure that every voice matters, the impacts of climate change on different groups have to be taken into account. Many individuals or groups are disproportionately affected by climate change as they have less capacity to prepare for, respond to, and recover from climate-related hazards. Worldwide, there are more than one billion persons with disabilities, 15% of the world’s population. The preamble of the Paris Agreement states that parties should respect, promote and consider their respective obligations on human rights and the rights of persons with disabilities, when taking action to address climate change.

Hence, IPCC working group II (WGII) 6th assessment report which was released earlier this year emphasizes not only the warming, drought and floods, but also how much we are exposed to these hazards. There is a renewed focus on vulnerability to climate change which varies strongly between regions and groups of people.

Germany currently holds the G7 presidency, an inter-governmental political forum consisting of several large global north industrial nations. The German Federal Government Commissioner for the Interests of the Disabled called for an Inclusion summit, the first of its kind, in September in Berlin. The main aim was to address questions around impacts of COVID-19, Artificial Intelligence, and climate change on persons with disabilities.

I have never before taken part in such an event, and it was a steep learning curve. Not only were there bilateral meetings between nations, but also the Internal Disability Alliance (IDA), had bilateral meetings with the academics who were invited to speak. The presentations were translated to international sign language, subtitled, and we implemented guidance to make these more accessible. Presenting to a group where many of the participants had visual impairments is different to the typical presentations a natural scientist is focusing on.

The climate change research was presented by Sebastien Jodoin (from McGill) and myself. Sebastien focused on the lack of inclusion of disability rights in the climate emergency. Fewer than one in four countries mentioned disabled people in their national climate plans. My contribution focused on pointing out the lack of knowledge on impacts of and adaptation to climate change in the context of persons with disability. The limited research in the climate change context focusses on heat and other extreme events. Vulnerability to climate change of persons with disabilities is not covered in the literature and therefore not assessed in the report. Disability is therefore only discussed as a category of vulnerability, as part of lists of old people, young people, marginalized and disabled. But these groups have different challenges and vulnerabilities.

So what was the outcome? IDA emphasized the importance of inclusion as a driver for change. The Chairs summary emphasized the importance of comprehensive statistical and research data to inform the design of policy aiming to identify and address barriers faced by persons with disabilities in exercising their rights.

Environmental justice ensures that socially vulnerable segments of the population should not be disproportionately affected by adverse environmental impacts or hazards. Often actions start at a local scale. In Bristol the Bristol Disability and Equality Forum is working towards inclusion on the city scale, based on their community climate action plan. Emma Green, their climate action coordinator, helped me to consider costs and benefits of climate adaptation more broadly than I did before. Environmental justice asks us all to make sure we consider the needs of everyone while we adapt to and mitigate to climate change. Subregional disaggregation will allow us to determine groups who have the information, skills and funds to implement climate adaptation and reduce their vulnerability, and those who will need support.

Tyre Extinguishers: activists are deflating SUV tyres in the latest pop-up climate movement

A new direct action group calling itself the Tyre Extinguishers recently sabotaged hundreds of sports utility vehicles (SUVs) in various wealthy parts of London and other British cities. Under cover of darkness, activists unscrewed the valve caps on tyres, placed a bean or other pulse on the valve and then returned the cap. The tyres gently deflated.

Why activists are targeting SUVs now can tell us as much about the failures of climate policy in the UK and elsewhere as it can about the shape of environmental protest in the wake of Extinction Rebellion and Insulate Britain.

The “mung bean trick” for deflating tyres is tried and tested. In July 2008, the Oxford Mail reported that up to 32 SUVs were sabotaged in a similar way during nocturnal actions in three areas of the city, with anonymous notes left on the cars’ windscreens.

In Paris in 2005, activists used bicycle pumps to deflate tyres, again at night, again in affluent neighbourhoods, again leaving anonymous notes. In both cases, activists were careful to avoid causing physical damage. Now it’s the Tyre Extinguishers who are deflating SUV tyres.

In the early 2000s, SUVs were still a relative rarity. But by the end of 2010s, almost half of all cars sold each year in the US and one-third of the cars sold in Europe were SUVs.

In 2019, the International Energy Agency reported that rising SUV sales were the second-largest contributor to the increase in global CO₂ emissions between 2010 and 2018 after the power sector. If SUV drivers were a nation, they would rank seventh in the world for carbon emissions.

At the same time, the Tyre Extinguishers’ DIY model of activism has never been easier to propagate. “Want to get involved? It’s simple – grab some leaflets, grab some lentils and off you go! Instructions on our website,” chirps the group’s Twitter feed.

Changing activist strategy

Though the actions led by the Tyre Extinguishers have numerous precedents, the group’s recent appearance in the UK’s climate movement does mark a change of strategy.

Extinction Rebellion (XR), beginning in 2018, hoped to create an expanding wave of mobilisations to force governments to introduce new processes for democratically deciding the course of climate action. XR attempted to circumvent existing protest networks, with its message (at least initially) aimed at those who did not consider themselves activists.

In contrast, activists in the Tyre Extinguishers have more in common with groups that have appeared after XR, such as Insulate Britain, whose members blockaded motorways in autumn 2021 to demand government action on the country’s energy inefficient housing. These are what we might call pop-up groups, designed to draw short-term media attention to specific issues, rather than develop broad-based, long-lasting campaigns.

After a winter of planning, climate activists are likely to continue grabbing headlines throughout spring 2022. XR, along with its sister group, Just Stop Oil, threaten disruption to UK oil refineries, fuel depots and petrol stations. Their demands are for the government to stop all new investments in fossil fuel extraction.

The Tyre Extinguishers explicitly targeted a specific class of what they consider anti-social individuals. Nevertheless, that the group’s action is covert and (so far at least) sporadic is itself telling.

In his book How to Blow up a Pipeline, Lund University professor of human ecology Andreas Malm asked at what point climate activists will stop fetishising absolute non-violence and start campaigns of sabotage. Perhaps more important is the question that Malm doesn’t ask: at what point will the climate movement be strong enough to be able to carry out such a campaign, should it choose to do so?

Given the mode of action of the Tyre Extinguishers, the answer on both counts is: almost certainly not yet.

The moral economy of SUVs

For now, the Tyre Extinguishers will doubtless be sustained by red meat headlines in the right-wing press. It’s still probable, however, that the group will deflate almost as quickly as it popped up: this is, after all, what has happened with similar groups in the past.

The fact that activists are once again employing these methods speaks to the failure of climate policy. Relatively simple, technical measures taken in the early 2000s would have solved the problem of polluting SUVs before it became an issue. The introduction of more stringent vehicle emissions regulations, congestion charging, or size and weight limits, would have stopped the SUV market in its tracks.

SUVs are important because they are so much more than metal boxes. Matthew Paterson, professor of international politics at the University of Manchester, argues that the connection between freedom and driving a car has long been an ideological component of capitalism.

And Matthew Huber, professor of geography at Syracuse University in the US, reminds readers in his book Lifeblood that oil is not just an energy source. It generates ways of being which become culturally and politically embedded, encouraging individualism and materialism.

Making SUVs a focal point of climate activism advances the argument that material inequality and unfettered individual freedoms are incompatible with any serious attempt to address climate change.

And here lies the crux of the conflict. The freedom of those who can afford to drive what, where and when they want infringes on the freedoms of the majority to safely use public space, enjoy clean air, and live on a sustainable planet.

#COP26 to #CabotNext10: Reflections from our 2021 Communications Assistants

Last year, we had the pleasure of working with six excellent Master’s and PhD students in the run up to the United Nations Climate Change Conference COP26. They impressed us with the creativity in their applications and we recruited them as Cabot Communications Assistants – an exciting opportunity that doesn’t come up very often within the Institute to gain experience in communications, and work with the Cabot team. Covering COP26 themes, the ecological emergency and #CabotNext10, which celebrated the 10 year anniversary of the Cabot Institute and looked ahead to the next 10 years, our comms assistants designed and implemented campaigns for a variety of different audiences, drawing upon their own research as well as that of experts across the University.

With COP27 coming up later this year, these issues are still very much on the minds of press, the public and environmental professionals across the world. Keep reading to learn more about the work that some of our Cabot Communications Assistants created in response to the key messages of COP26 and the UN biodiversity conference COP15 and their reflections on their experience.

Dora Young – Climate Emergency and Mock COP26

I am undertaking my Master’s by Research (MScR) with the Cabot Institute in the hopes of contributing to a more equitable knowledge politics around environmental justice issues in Bristol. I aim for my work within the City Futures theme to enhance the inclusivity of urban ecological management strategies (specifically, addressing the intersections of action to restore healthy pollinator populations, improve the quality and accessibility of green spaces, and ensure food security in the city’s most deprived areas).

Dora’s reflections

I was pleased to have produced a 14 or so week long Twitter campaign, with weekly tweets to highlight crucial climate research being done by Cabot members, ahead of COP26. I was also very happy to be able to write a blog about our fantastic experience facilitating the Mock COP26, which involved 60 school students from Bristol and was a thoroughly enjoyable and inspiring day.

Lucy Morris – Clean transport, clean energy and the Mock COP26

I’m currently studying for a Master’s by Research in Environmental Themes, Sciences and Wildlife Filmmaking. I’m interested in the spectrum of framing strategies employed in wildlife films and how these shape our relationship with the natural world and in particular, non-human animals. I believe that film and other digital media, with their enormous affective power, are immensely important in confronting anthropogenic environmental degradation and demonstrating the intrinsic value of all species and natural spaces.

Lucy’s reflections

I worked on two projects throughout my time as a comms assistant. The first was a Twitter campaign promoting the work of Cabot researchers on clean transport in the run up to COP26. I interviewed 4 experts and produced videos of some of these interviews advertising the blog that would summarise them . I created a week-long Twitter campaign counting down the days to the blog release with facts about transport, links to more information and tagged amplifiers. I wrote up a blog that was released on the last day of the campaign that was read by more than 220 people. In the process, I learnt many new skills, worked as part of a great team and my own interest in the topic of transport only grew. I also worked to produce a creative output to summarise the process and events of the mock COP26 for sixth form students run by Cabot and Praxis research. Working with Jack Nicholls, I conducted qualitative research of all the notes made at the mock climate negotiations, drawing out themes of the day and learning outcomes. I produced a brief for illustrator, Ellie Shipman, who created amazing illustrations of the day. I also produced my own sketch illustrations as part of this brief, which were used in the final product – a web page all about Bristol’s mock COP.

Hilary McCarthy – Ecological Emergency

I’m an interdisciplinary PhD student working in laboratories across Life Sciences and Chemistry, investigating photosynthetic enhancement in plants and algae. My research involves investigating the role of both naturally occurring photonic nanostructures and artificially synthesized nanoparticles, called carbon dots, in photosynthetic processes such as light harvesting. A changing environment and increasing threats to biodiversity and global food and fuel supply puts increasing pressure on better understanding photosynthesis and its mechanisms, adaptations and potential routes to enhancement.

Hilary’s reflections

During my internship with Cabot, I worked on a campaign titled the ‘Ecological Emergency’, which was scheduled to run in October alongside COP15, a global convention on biodiversity. As part of the campaign I produced, I spoke with a number of academics in relevant research fields about their perspective on ecological decline and its drivers and projections. The campaign involved amplifying the academics statements, through a combination of blogs and visual social media posts. The visual content overlaid academic statements on top of staff and student photography and videography, of relevant wildlife and nature.

Olivia Reddy – #CabotNext10

Currently, I’m a few months into my PhD in Civil Engineering here at Bristol. My focus is on the infrastructure and management of sanitation systems in Ethiopia and Uganda, specifically looking at their resilience to climate change and the greenhouse gases they emit. I’m interested in creating sustainable, achievable change, and exploring the different ways in which to do so.

I think it’s really important that the work that Cabot does is understood and valued by a wider audience. That’s why I have taken the approach I have with #CabotNext10, to delve into why this research is important and what it means. Voices from Small Island Developing States: priorities for COP26 and beyond

The School of Education’s, Education in Small States Research Group (ESSRG) in collaboration with the Cabot Institute for the Environment and the Centre for Comparative and International Research in Education (CIRE), have produced a short (15 minute) video as a direct contribution to COP26 in Glasgow. This has been developed from the zoom recording of a joint online event titled ‘Voices from SIDS at the Sharp End of Environmental Uncertainty: Small Island Developing States (SIDS) Speak to COP26’ held on 5 October 2021.

This professionally developed video highlights the ‘voices’, views and climate change priorities held by youth, community members, traditional village elders and national leaders ‘Living at the Sharp End of Environmental Uncertainty’ in all three global regions of SIDS: the Caribbean, the Indian Ocean and the Pacific (see www.smallstates.net).

The video also includes a response from Professor Dann Mitchell from the Cabot Institute, and a commentary from University of Bristol Alumni and long-time Governor-General of St Lucia (1997-2018), Dame Pearlette Louisy.

To maintain our input for COP26 discussions, this Cabot Institute blog reinforces the key messages from the video presentation in the words of the lead participants from Saint Lucia, The Maldives and Tuvalu: messages that we hope others will continue to share and support.

Saint Lucia

COP26 – Can Glasgow deliver?

“One Point Five to Stay Alive”. This was perhaps the most memorable phrase on the minds and lips of delegates when the Conference of Parties (COP 21) ended in Paris a few short years ago. The small island developing states seemed to have punched above their weight when they persuaded the international community to commit in principle to keep world temperatures and sea level rise below the 1.5 degree-level so that they could survive. The euphoria then was palpable and undeniable.

But, as we engage in Glasgow and COP 26, what was hailed as an infectious rallying cry must not be allowed to lose its lustre and become just another catchy phrase or worn-out platitude. The United Nations Secretary General’s fears that “Glasgow may not be able to deliver” could be seen as salt on an already open wound … but let us hope that it is a timely warning to others worldwide, a plea that helps to keep alive the hopes that SIDS are holding on to.

What then lies in store for small island developing states? Surely, they cannot be faulted for sitting idly by, for they have been very proactive in addressing climate change issues in order to build their resilience against this existential threat. The Caribbean region, for example, has recently released The State of the Caribbean Climate Report which is aimed at strengthening the strategic planning and decision-making processes that will be required to accelerate their resilience building efforts. The projections for the region are not at all encouraging. They point to rising sea levels, hotter temperatures (predicted to reach a rise of 1.76 degrees by the end of the century), more variable rainfall with increased drying (by almost 17%), increased sea surface temperatures and more intense Category 4 and 5 hurricanes. These predictions will undoubtedly adversely affect the core livelihoods of Caribbean people already living in a very vulnerable geographic space, who must learn how to live both now and in the future. The international community meeting in Glasgow must therefore make every effort to facilitate the sustainable development of our small island developing states. Education for resilience and sustainable development must take centre stage now, for time is not at all on our side.

In 1993, one of Saint Lucia’s Nobel Laureates, Sir Derek Walcott (Literature 1992), warned in his Nobel Lecture that “a morning could come when governments might ask what happened not only to our forests and our bays, but to a whole people”.

We appeal therefore to COP 26 to heed these warnings to ensure that such a morning never comes. Living at the sharp end of environmental uncertainty, as small island developing states are, cannot be considered sustainable living.

The time to act decisively is now. Glasgow must deliver. Failing which, we will have nullified the very concept of sustainable development proposed by the Brundtland Report … that is, development that meets the needs of the present without compromising the ability of future generations to meet their own needs.

Maldives

The contribution to the video from the Maldives aims to bring multiple and diverse voices from the islands of the Maldives to Glasgow and COP26. It highlights their everyday experiences and anxieties about the environment and climate change. These voices come from a range of contributors from different levels of the society, including school children, fishermen, a grandfather, divers, surfers, environmentalists, farmers, entrepreneurs, policy makers and politicians.

It is clear there is a keen awareness of the fragility of the local biophysical environment and the existential threat posed by climate change on livelihoods and the very survival of the nation and the population. As is evident, climate anxiety is up close and personal for all who live in the country. There is an acute awareness of the importance of protecting the environment to mitigate a potential catastrophe caused by rising sea levels.

While Maldivian authorities continue to develop domestic policies to mitigate the worst effects of climate change, these actions at the local level are woefully insufficient. The larger polluters worldwide also need to commit to real action in their pledges, and act now to reduce harmful emissions at the same time as they assist smaller nations to convert to and adapt to low carbon economies.

Tuvalu

We hope our video from Tuvalu will speak for itself. We are one of the most vulnerable nations in the world, facing a 2-meter rise in sea levels that will inundate our nation. Our plea to the international community highlights the fact that we are relational beings, what we do today one way or the other will affect people around us, people around the globe and even you and me, someday. Therefore, as global citizens, this is the time that we must work towards building a safe, healthy and resilient world so that one day we can proudly say, Yes ! We were the generation that made it happen – we set aside our differences and as a kaiga (family) we created this fantastic world for our children, our future.

Violence and mental health are likely to get worse in a warming world

As heat levels increase, mental health conditions are likely to worsen.

Extreme weather has been the cause of some of the biggest public health crises across the world in recent years. In many cases, these have been enhanced by human-induced climate change. For instance, in 2003, high summer temperatures in Europe were believed to cause 50,000 to 70,000 excess deaths across 16 European countries.

Globally, it’s been estimated that a total of 296,000 deaths over the past two decades have been related to heat.

But heat doesn’t just affect physical health. It can have equally serious effects on mental health conditions. Research has shown that rising temperatures are associated with an increase in suicides and in violent behaviour, as well as exacerbating mood and anxiety disorders.

Studies in England and Wales conducted between 1993 and 2003 have revealed that, when temperatures were above 18°C, every 1°C rise in temperature was associated with a 3.8% increased risk of suicide across the population.

Between 1996 and 2013 in Finland, every 1°C increase in temperature accounted for a 1.7% increase in violent crime across the country. It has even been estimated that 1.2 million more assaults might occur in the United States between 2010 to 2099 than would without climate change.

The association between high temperatures and mental health is an active area of research. Scientists have found that some health consequences of increased heat, like disturbed sleep and levels of serotonin – a hormone critical for adjusting our feelings, emotions and behaviours – might play a role in triggering the appearance of mental health conditions.

Sleep deprivation often occurs during heatwaves, which then may lead to frustration, irritability, impulsive behaviours and even violence.

Extreme temperatures, such as those observed during heatwaves, are also found to be associated with some forms of dementia and disturbed mental health states, especially for those who are already in vulnerable conditions such as psychiatric patients.

And low levels of serotonin are associated with depression, anxiety, impulsivity, aggression and occurrence of violent incidents.

Implications

In the future, heatwaves will be hotter and last longer. Temperature records are likely to be broken ever more frequently as the world continues to warm. In north-west Asia, for example, temperatures could increase by 8.4°C by 2100.

A world that is on average 1.5°C warmer will see many average regional temperatures rise by more than this. This problem is compounded as the population – and therefore the number of people living in cities – increases. By 2050, it is projected that two thirds of the world’s population will live in urban areas.

Urban environments are known to be warmer than their rural surroundings, a phenomenon known as the “urban heat island”. Climate projections show not only that cities will warm faster than rural areas, but that this effect is increased at night. This may further exacerbate the effects of heat extremes on our sleep.

Both adaptation to and mitigation of climate change will be necessary to lessen these potentially devastating effects as much as possible.

Options for adapting our lives to a warmer world could include increasing air circulation within buildings and adjusted work hours in times of extreme heat. Paris, for example, has already created a network of “cool islands”: green and blue spaces such as parks, ponds and swimming pools which provide places to seek refuge from the heat.

Most simply, educating people on the potential impacts of heat on mental health, aggression and violence – allowing them to understand exactly why it is so important to support initiatives that help keep our planet cool – could support better mental health at the same time as fighting the climate crisis.

Ecological decline: an overlooked emergency?

The words ‘Ecological Emergency’ are appearing in an increasing number of environmental declarations, strategies and parliamentary bills. This blog will discuss the need to recognise ecological decline as an emergency in its own right, as well as being an element of the climate emergency. This will be part of an ‘Ecological Emergency’ Cabot Campaign which will run alongside the United Nations Convention on Biological Diversity (COP15), which is happening this week.

Last year, The Cabot Institute for the Environment’s home city Bristol became the first major city to declare an ecological emergency. This declaration came only two years after Bristol became the first European city to declare a climate emergency. Many UK councils and organizations have since declared joint “Climate and Ecological” emergencies, and the Climate and Ecological Emergency Bill has been put forward to replace the ‘outdated’ 2008 Climate Change Act. These declarations show that while climate and ecology are intrinsically linked, there is increasing recognition of ecological decline as an emergency in its own right as well as being a consequence of and contributor to the climate emergency. Climate mitigation is fundamental to safeguarding ecosystems, however, ecological decline could continue alongside decarbonisation and even be exacerbated by the means to get to net-zero, if the ecological emergency is overlooked in sustainability strategies and policy.

The UN Convention on Biodiversity (COP15) is taking place this week and a Cabot Campaign on the ‘Ecological Emergency’ will run alongside it. The campaign will include a series of blogs and posts across our website and social media. Using statements from Cabot researchers in relevant fields, this blog will discuss the ecological emergency and the need for targeted action.

What is the ecological emergency?

Biodiversity is being lost on a scale not seen since the last mass extinctionDr Chris Clements Caboteer and leader of the experimental conservation group explains. While Dr Andrew Flack, an environmental and animal historian, described the ecological emergency as “among the most profound crises of our time, diminishing not only planetary diversity but also the very experience of being human on our beautiful, rich planet“.

More quantitively, the statistics which drove Bristol’s pioneering ‘Ecological Emergency’ declaration include:

  • 60% of the worlds wild animals have been lost since 1970
  • One in seven UK wildlife species are at risk of extinction
  • More locally in Bristol and the surrounding areas, swift and starling populations have dropped by more than 96% since 1994
  • 41% of insects are threatened with extinction, posing a huge threat to our global food supply due to 75% of our crops being reliant on pollination by insects
  • Three-quarters of land and two-thirds of marine environment have been significantly altered by human actions

In their statements, many of our academics highlighted that, as well as the beauty of the natural world and our responsibility to preserve it, our reliance on ecosystems makes their survival essential to our own. Ecosystems provide us with food, oxygen, nutrient cycling, carbon absorption, air and water purification, and protection from erosion, floods and droughts. Many of these services are already under increased pressure due to climate change, which ecological decline is intertwined with. Destruction of ecosystems and exploitation of wildlife can also cause the emergence of infectious disease, as has been demonstrated by the occurrence of the current COVID-19 pandemic. Biodiversity loss and climate action failure both earned their own place in the top five threats to humanity in the next five years, according to the 2020 Global Risks Report from the World Economic Forum. Though these interdependent crises will drastically affect everyone, their consequences will not be felt equally among communities and are sadly already intensifying inequality and poverty.

Intertwined emergencies

 “The climate emergency is certainly exacerbating the ecological emergency” Professor Jane Memmott, a leading restoration ecologist, explained. Under current trends, climate change is projected to drive many ecosystems to collapse. Simultaneously, large-scale destruction of ecological carbon sinks, such as forests, wetlands and mangroves, is contributing to climate change. There are several feedback loops at play: destruction of carbon sinks is increasing atmospheric CO2, which drives climate change and in turn further ecological degradation, which then further debilitates natures ability to store carbon. This forms a vicious cycle, with profound consequences for the planet.

The interdependent emergencies share similar causes, consequences and solutions, however, Dr Tommaso Jucker, whose research is on forests and their responses to rapid global change, explains “it is not only climate change that threatens biodiversity, and the effects of biodiversity loss on people will not just be a subset of those brought on by climate change”. As well as climate change, threats to ecosystems include species over-exploitation, habitat destruction, pesticides and pollution of land, air and water. These could all continue simultaneously to our efforts to decarbonise, and even be exacerbated by the means to get to net-zero, if the ecological emergency is overlooked in sustainability strategies.

A coordinated approach to climate and ecology

The climate emergency is becoming mainstream conversation and it is now widely accepted that huge changes in policy, infrastructure and behaviour are needed. However, while the climate emergency is gaining recognition, the ecological emergency is comparatively overlooked. If we are to avoid ecological collapse, a co-ordinated approach to the crises is essential; focusing purely on technological advancement and decarbonisation runs the risk of allowing and even exacerbating further ecosystem destruction.

Natural climate solutions, such as strategic management of forests, grasslands and wetlands, can offer around a third of the climate mitigation required by 2030 to keep warming below 2 °C. These environments are not only carbon sinks, but biodiversity havens, making them effective solutions for ecological decline as well as climate change. Protecting ecosystems is also often significantly more cost-effective than human-made climate interventions. However, due to our often unnatural lifestyles and a fast-growing population, nature alone will not be enough to mitigate human impact on the environment.

The need for targeted action 

As well as the intrinsic links and coordinated solutions to the climate and ecological emergencies, there is a lot that can be done to specifically alleviate the ecological emergency. This is exemplified by Bristol’s ‘One City Ecological Emergency Strategy‘ which predominantly focuses on land management, pesticide use, water quality and consumption of products that undermine global ecosystems. This is in addition to climate mitigation, already covered in the Climate Emergency Action Plan.

Last year’s UN Summit for Biological Diversity saw leaders from all regions of the world take the ‘Leader’s Pledge for Nature’, which commits to reversing alarming global biodiversity loss trends by 2030. To achieve this ambitious but necessary goal, both climate action and targeted conservation and restoration strategies will be needed on both a local and global level. For these crises to be mitigated, some uncomfortable truths surrounding lifestyles many have become accustomed to will have to be faced.

The word ‘emergency’ from a scientific perspective 

Despite widespread agreement on the obvious threats posed by biodiversity loss and the need for action, the word ‘emergency’ can be controversial, especially amongst the scientific community. Professor Richard Wallexplained “As a research scientist, my view is that the sound-bite ‘ecological emergency’ is not sufficiently nuanced to be useful in scientific discourse and is best left to journalists and campaigners; it has no scale or quantification and what constitutes an ‘emergency’ is highly subjective.”

Public awareness surrounding our changing climate and declining ecosystems are important, however, if action doesn’t follow declarations, then they run the risk of being no more than empty PR stunt and can increase public immunity to the word as well as the impacts of the crisis itself. COP15, which is happening this week, will be pivotal in deciding the future of our own species, as well as all the other species that share our planet.

Insulate Britain: blocking roads will alienate some people – but it’s still likely to be effective

Insulate Britain is a campaign group urging government action on greenhouse gas emissions and fuel poverty in the country’s housing stock. Their methods have recently landed them in the news, as activists blocked parts of the M25 – the motorway surrounding London – by sitting on slip roads and in the carriageway until their removal by police.

The long delays their protests caused drew outrage from motorists and much of the media that reported it. So what is the purpose of this kind of disruption, made popular in recent years by Extinction Rebellion (XR)?

The American sociologist Charles Tilly argued that all protest actions were what he called WUNC displays: shows of worthiness, unity, numbers and commitment. The goal was not to stop or make something happen directly, but to demonstrate the strength and appeal and values of the protesters, so that both those in power and the general public would listen to their message.

Direct action groups tend to be slightly different from traditional social movements: their actions typically carry higher risks, and they tend to have fewer organisational resources. While they are very committed, being “respectable” isn’t necessarily so important, and the actions are typically carried out by relatively small numbers of people. Creating disruption helps make up for these shortcomings.

Novelty and attention

Protest is the language of people denied access to power – it is designed to draw attention, to be seen and heard. It is much more likely for protesters to achieve something if they inconvenience others in the process, rather than (as more established groups tend to do) leading a march or a demo. Many activists in Britain drew that lesson from the massive anti-Iraq war protests of 2003, which mobilised so many people and yet achieved little.

Recently, researchers have shown this to be true by comparing various kinds of protest over the past decade. Strikes, sit-ins, occupations and blockades have proven more likely to achieve some degree of success than less disruptive protests such as marches, demos or petitions.

One reason for the efficiency of disruption is that it is much more likely to provide press coverage, particularly when it is novel. It’s instructive to compare the Insulate Britain protests with the recent Extinction Rebellion protests. In April 2019, XR were able to garner widespread media and political attention by occupying central London for nearly two weeks. Since then however, doing the same thing has brought diminishing returns: the police are better prepared, the actions are less disruptive, they mobilise fewer people, and the media has turned elsewhere.

Yet people stopping traffic on the M25 has attracted attention. And the small group of activists have managed to get their demands – insulate all social housing by 2025 and all homes by 2030 – printed in national newspapers. Their clear demands are an evolution of XR’s preference for leaving details of what policies are needed to tackle climate change to a future citizens’ assembly.

Is annoying people worthwhile?

Critics say that blocking roads hurts vulnerable people. In this case, talk radio hosts highlighted delays to one girl’s taxi journey to her special needs school. In the case of anti-fracking activists who blocked the A583 in Lancashire in July 2017, the trial judge argued that the inconvenience caused – the police had to set up a contraflow – justified sending three of them to jail on a public nuisance charge.

But as any motorist can tell you, these things happen every day. If you drive a car to work, you’ll know how often you are delayed, by accidents, roadworks, sheer weight of traffic.

Other critics will point to the confused logic of blocking roads for the cause of insulating homes. There is, indeed, little connection between the two, unlike activists occupying the Science Museum to protest Shell’s sponsorship of its climate change exhibition, or blockades of fracking sites. But then again, there isn’t much of a direct connection between marching through London and demanding that British forces don’t invade Iraq, either.

Where groups engage in more indirect forms of disruption, it’s necessary to do more behind the scenes for the protest to make sense, including making the link explicit for onlookers. Insulate Britain held banners with their name and logo – a quick search on the web takes you to a website outlining what the group wants. It is, in other words, all about the target audience, the public, which activists reach through the media. Nothing will be achieved there and then. Britain’s homes will not be insulated as a result of this particular protest.

Of course, disruptive protest annoys people, and protesters sometimes lose support because of this. YouGov measured public support for XR recently and found that nearly half of those polled have a negative opinion of the group. But broad popularity isn’t all that relevant. Direct action groups aren’t running for elections. They don’t need to be supported by a majority. At least 73% of those polled had heard of XR – more than Momentum (33%), Stonewall (50%), ActionAid (60%), or the Campaign for Nuclear Disarmament (64%).

What Insulate Britain want is to highlight political inertia and force the government to take action. And it is unlikely that people will be against insulating homes just because they get annoyed at protesters. An estimated four million UK households currently live in fuel poverty. Insulating homes is an essential part of lowering Britain’s emissions – and saving British households a lot of money. So, while Insulate Britain may well not be popular, their strategy appears to be to take the hit among some groups who might be irked by their methods in order to get home insulation in the news and up the government’s agenda.The Conversation
