Why do flood defences fail?

More than 40,000 people were forced to leave their homes after Storm Desmond caused devastating floods and wreaked havoc in north-west England. Initial indications were that the storm may have caused the heaviest local daily rainfall on record in the UK. As much as £45m has been spent on flood defences in the region in the previous ten years and yet the rainfall still proved overwhelming. So what should we actually expect from flood defence measures in this kind of situation? And why do they sometimes fail?

We know that floods can and will happen. Yet we live and work and put our crucial societal infrastructure in places that could get flooded. Instead of keeping our entire society away from rivers and their floodplains, we accept flood risks because living in lowlands has benefits for society that outweigh the costs of flood damage. But knowing how much risk to take is a tricky business. And even when there is an overall benefit for society, the consequences for individuals can be devastating.

We also need to calculate risks when we build flood defences. We usually protect ourselves from some flood damage by building structures like flood walls and river or tidal barriers to keep rising waters away from populated areas, and storage reservoirs and canals to capture excess water and channel it away. But these structures are only designed to keep out waters from typical-sized floods. Bigger defences that could protect us from the largest possible floods, which may only happen once every 100 years, would be much more expensive to build and so we choose to accept this risk as less than the costs.

Balancing the costs and benefits

In the UK, the Environment Agency works with local communities to assess the trade off between the costs of flood protection measures, and the benefits of avoiding flood damage. We can estimate the lifetime benefits of different proposed flood protection structures in the face of typical-sized floods, as well as the results of doing nothing. On the other side of the ledger, we can also estimate the structures’ construction and maintenance costs.

In some cases, flood protection measures can be designed so that if they fail, they do the least damage possible, or at least avoid catastrophic damage. For example, a flood protection wall can be built so that if flood waters run over it they run into a park rather than residential streets or commercial premises. And secondary flood walls outside the main wall can redirect some of the overflow back towards the river channel.

The Environment Agency puts the highest priority on the projects with the largest benefits for the smallest costs. Deciding where that threshold should be set is a very important social decision, because it provides protection to some but not all parts of our communities. Communities and businesses need to be well-informed about the reasons for those thresholds, and their likely consequences.

We also protect ourselves from flood damage in other ways. Zoning rules prevent valuable assets such as houses and businesses being built where there is an exceptionally high flood risk. Through land management, we can choose to increase the amount of wooded land, which can reduce the impact of smaller floods. And flood forecasting alerts emergency services and helps communities rapidly move people and their portable valuables out of the way.

Always some risk

It’s important to realise that since flood protection measures never eliminate all the risks, there are always extra costs on some in society from exceptional events such as Storm Desmond, which produce very large floods that overwhelm protection measures. The costs of damage from these exceptional floods are difficult to estimate. Since these large floods have been rare in the past, our records of them are very limited, and we are not sure how often they will occur in the future or how much damage will they cause. We also know that the climate is changing, as are the risks of severe floods, and we are still quite uncertain about how this will affect extreme rainfall.

 

At the same time we know that it’s very hard to judge the risk from catastrophic events. For example, we are more likely to be afraid of catastrophic events such as nuclear radiation accidents or terrorist attacks, but do not worry so much about much larger total losses from smaller events that occur more often, such as floods.

Although the process of balancing costs against benefits seems clear and rational, choosing the best flood protection structure is not straightforward. Social attitudes to risk are complicated, and it’s difficult not to be emotionally involved if your home or livelihood are at risk.

Whatever comes of the climate summit that kicked off Monday in Paris, the negotiations will be intense. Signatories of the UN’s Framework Convention on Climate Change meet every year, but this year is exceptional. The stakes are high, with governments and their negotiators seeking to finalize a landmark treaty that will guide the world’s actions for many years to come with respect to greenhouse gas emissions and the climate change they cause.

Despite the heat that the negotiations in Paris will surely generate, though, in a sense dealing with climate change could actually be… surprisingly easy. The world’s leading climate economist thinks it would cost only about 2% of GDP to get the world on track to avoid the worst effects. That’s not a lot to pay to solve perhaps the most serious challenge confronting humanity.

Why then is it proving so hard for us to buy a climate-friendly economy?

Part of the problem is that public opinion is pretty hostile to the number one thing that could get us there: making polluters pay taxes if they want to pollute.

The logic is simple. People buy less of something when it gets more expensive. Raising the price of polluting activities is therefore the most effective, direct, and time-tested way of getting people to live–produce and consume–in ways that cause less damage to the environment.

In principle, there should be no reason for people not to like the idea. Governments can lower taxes on things that do no harm (income and labour) while raising them on things that do (emitting greenhouse gases, leaching waste into groundwater, driving a car on congested streets at rush hour). Tax shifts of this kind have no net effect on public finance, and at most a very small one on household budgets–but they can make a big dent in environmental degradation.

Take the case of Canada. In 2008, a right-of-centre government in the western province of British Columbia (BC) introduced a C$30/ton tax on carbon emissions. The rest of Canada did not. Over the course of the next several years, consumption of fossil fuels in British Columbia dropped significantly, while consumption elsewhere didn’t. Meanwhile, BC enjoyed faster economic growth than the average across the other provinces.

But cases like British Columbia’s are exceptional. In most places, public opinion has been too hostile to new taxes of any kind for governments to raise taxes even on pollution and the use of scarce resources. In 2013, for example, Australians voted out a government that had brought in a carbon tax much like British Columbia’s, and they voted in a government that repealed the tax. Earlier this year, the Swiss voted down new carbon taxes in a referendum.

Perhaps the biggest reason why people around the world don’t want green taxes is political distrust. Even though such taxes have a great track record, people simply don’t trust governments to make good use of taxes–of any kind. They worry that tax revenues disappear into the pockets of politicians and bureaucrats, never to be seen again. Some think it’s unfair to tax people for behaviours that are hard to avoid–like heating your home or catching a flight for the occasional family holiday. So they don’t like green taxes, and that’s true even though most people say they believe in the seriousness of climate change, and of environmental problems generally.

To illustrate the point, in an experiment I conducted in Britain last year, I randomly assigned survey respondents to different versions of a question about their willingness to pay higher taxes to protect the environment. People were much more open to the idea if they were told that other taxes they pay would be reduced to compensate. So it seems that revenue neutrality can win over a lot of people. But telling respondents that the offsetting cuts to other taxes were only a government “promise” reduced much of the positive impact of revenue-neutrality. Clearly, government promises don’t cut much weight, at least with Britons. (Experiments with other populations elsewhere are ongoing.)

Advocates for better environmental policy have typically focussed on getting the word out about the seriousness of the problems the policies are meant to address. But, in another recent study, I conducted a head-to-head test of the scope for expanding public acceptance of environmental taxes if only one of (a) concerns about environmental problems or (b) political trust were to increase. Because there is already a lot of concern about environmental problems, but not a lot of political trust, it turns out that the potential impact of the latter looks much greater in most countries.

For that reason, along with alerting people to all the ways in which people are doing serious harm to the environment globally and locally, it would also be good to get the word out about the many environmental policies that have been tremendously successful. Globally, we’ve built a regime to stop depleting the ozone layer; many countries have reduced acid rain dramatically; some formerly endangered species are no longer endangered. If more people thought about how much good past environmental policies have done, they might be more inclined to support efforts to do more.

The Green and Black conversation

This Green and Black Conversation involved several members of Bristol’s Black and Minority Ethnic (BME) community and organisations. It was held in partnership with Bristol Green Capital Partnership (Gary Topp), University of Bristol (Hayley Shaw, Cabot Institute & Kat Wall, Policy Institute) and sponsored by the Cabot Institute whose Director Professor Rich Pancost addressed the group. The campaign has political support from Mayor George Ferguson and also Marvin Rees who attended the forum with European Member of European Parliament Claire Moody.  Our new volunteer Helly Dudley, Broadcast Assistant on Ujima’s Old Skool Cruising Show (Monday 4-6) with Roger Griffith who was co-facilitator with Julz attended her first community engagement event and here is her blog.

The Green and Black Conversation

Arriving at St Werburgh’s community centre I knew I was going to be getting involved in discussions about being ‘Green/Environmental’ and how this is linked to the BME community in Bristol. However, I wasn’t sure what would be discussed, how they would be viewed and spoken about.

From the get-go I realised that this is extremely important to many members of the BME community as there was enthusiasm for living in an environmentally beneficial lifestyle and also a feeling of a lack of support which members of the BME community feel they are receiving from the campaign. Although Bristol is European Green capital, there is a divide occurring within the city and certain communities feel they are being excluded by Bristol European Green Capital from this campaign.

We first looked at the use of language and the ways in which this can be limiting to people of all ages and ethnicities. Not only do language barriers prevent certain communities from getting involved but it also prevents them from knowing how to help and giving them a sense of self-responsibility. When one member of the group declared they didn’t know what ‘buying organic’ meant this created a murmur of agreement throughout the rest of the group as few of us were able to define what ‘organic’ meant. If you, like me, are unsure of the term ‘organic’ then the definition is – ‘(of food or farming methods) produced or involving production without the use of chemical fertilizers, pesticides, or other artificial chemicals.’

If the Green agenda wants to get all of Bristol’s residents on board to help the environment then they need to change the way in which they portray their methods of being sustainable and as we explored language is just one of those methods.

Another issue raised throughout the day was there was a belief that it was seen as an elitist campaign which directs its messages mainly to a white middle-class demographic. One attendee pointed out that, Gloucester Road is covered with Green campaign posters, Stapleton Road was left untouched. Why is it that the campaign is just aiming their agendas at the central zone of Bristol and neglecting the rest of its communities?

Kat Wall, who works with the University of Bristol and helped set up this discussion, mentioned that she had been to an environmental meeting and was shocked by the lack of BME members present. When she questioned the organiser of the event why this was the case they just replied that they had sent out the necessary invites but no one turned up. When this was put to the rest of the group there was an immediate response that the main reason they don’t attend these events is because they are tired of time and time again going to the same talks and making their input but never actually being heard or have their opinions taken on board.

There seems to be a lack of conversations between communities and those in power. To quote a member of Bristol’s Bus Boycott and activist and former farmer Roy Hackett ‘nobody ever asks me’ so if Bristol City Council and others don’t start listening to the ideas and needs of their own citizens  then how are we as tax-paying citizens  supposed to be able to get involved . One attendee mentioned that if her house was better insulated then she would be able to use less gas and her bills would decrease and she would be able to find the money to buy organic foods.

How can our city expect to stay regarded as a great city when we are cutting out members of our society from joining this campaign and others? We need to change our way of approaching the environmental issues and instead of forcing change onto communities we need to ask the residences of Bristol what they need for change.

We need to carry on having these discussions with each other, and those in power on what the people need in all communities not just the city centre. With the United Nations COP21 meeting taking place over the next 10 days in Paris, discussing climate change we need to now, more than ever, change our way of approaching this subject; and this can be done by including all members of our communities and tackling environmental issues together.

I really enjoyed attending this event and, by the enthusiasm and energy in the room, so did the other participants I believe that it was a conversation that was desperately needed so communities understand that this isn’t just an environmental issue but a social one that needs tackling. It is essential we work together and listen to one another to create new ideas of how to better enhance Bristol’s sustainability.

The Green and Black initiative is a campaign ran by Ujima Radio to raise awareness within the Black & Minority Ethnic (BME) community about the environment and includes Bristol European Green Capital 2015 and beyond. The campaign has been led by Ujima presenter Julz Davis AKA Mistri and has included live broadcasts, debates, featured radio shows and ideas and brings people from marginalised communities into the discussions. This can include cooking tips, exercise and health, climate change across the African and Asian diaspora or heavy air-pollution from the M32 corridor that divides St Pauls and Easton.

I am on the train from Bristol Temple Meads to Paddington and then on to Paris. It seems appropriate leaving from a station that was built by Brunel, a symbol of the industrial revolution but also innovation. Tomorrow, I will be joining George Ferguson, Stephen Hilton of Bristol City Council, Amy Robinson of Low Carbon Southwest and others at the Sustainable Innovation Forum. I appreciate that addressing climate change means changing some aspects of how we live, but it also requires some fundamentally new technology; I am excited to see where the cutting edge thinking is.  Meanwhile, over a relatively calm weekend, the draft accord has been made public – there have been some significant advances but also a ways to go.  Negotiations will be continuing in earnest!  More on all of that tomorrow (I hope – it will be a long day).  



Today, however, my attention is elsewhere as our postgrads, research fellows and academic staff make their final preparations for the Annual Meeting of the American Geophysical Union (AGU).  The science goes on – as it must and will, regardless of the Paris negotiations. We still know far too little about the complexity of this magnificent planet, how to best live on it sustainably, and the imminent and the longer-term impacts of climate and wider environmental change.  
In my own research group (the OGU), my colleagues will be talking about increases in extreme rainfall during a past global warming event that is potentially analogous to the warming of today (see Matthew Carmichael’s research); the latest reconstructions of how carbon dioxide concentrations have changed over the past 3 million years (see Marcus Badger’s research); and the long-term controls on the hydrological cycle of the Mediterranean region (see Jan Peter Mayser’s research). All of them are collaborating with climate modellers in BRIDGE. Others in BRIDGE will be discussing how to improve the next generation of Earth System models, how to forecast land use impacts on the atmosphere, and examining the biological consequences of past ocean acidification events.  Anita Ganesan and Matt Rigby are both presenting talks on methane cycling and monitoring – a reminder that CO2 is not the only greenhouse gas and that cars and cities are not the only cause of global warming.  Our glaciologists are exploring the future of the ice sheets and glaciers. Our civil engineers and geographers are presenting the latest research on all aspects of the hydrological cycle: improved models of catchments; better flood and drought forecasting; and better understanding how land use change has affected the chemistry of our rivers.  


Through all of this, there is a persistent and recurring theme of constraining uncertainty as well as understanding uncertainty in the context of decision-making. Scientists, industry and leaders must develop better tools for navigating environmental uncertainty, a focus of the Cabot Institute in 2015 and for which the need has been aptly demonstrated by Storm Desmond’s impact on Cumbria.
It is a remarkable variety of research – and that is just a sample from the University of Bristol.  
I’m never apologetic about promoting Bristol achievements and activity – it is what I know best, it is world-leading and it is my job!  Here, however, singling out these Bristol-centric contributions makes a stronger point; the above are just a few examples of the research conducted in just one institution.  Some 20,000 scientists will attend AGU!  There is profound and diverse effort devoted to understanding our planet and improving how we live upon it.


A fantastic example of some research being led by our colleagues will be on display in London on Monday as part of a Royal Society Discussion Meeting on the Biological and Climatic Impacts of Ocean Trace Element Chemistry. The event is co-convened by our Oxford friend, colleague and frequent collaborator, Gideon Henderson. Chatting to Gideon a few days ago, he emphasised the importance of the ocean in regulating our climate: ‘The oceans consume 27% of the carbon we emit, after all, and the ocean biosphere naturally consumes 11 Gtonnes of C per year.’ This is a huge issue. Currently, the ocean buffers the atmosphere against human action – but it is unclear how long this will continue.  Moreover, the ocean does so at a cost:

 

  • As the ocean absorbs energy, it warms. 
  • As the ocean absorbs this carbon, its pH declines. 
  • As marine phytoplankton assimilate this carbon and sink, they change the chemical state of the ocean, from top to bottom, creating oxygen dead zones and transforming the redox state of trace but biologically vital elements.   

 

This research is an important reminder that the issues associated with rising greenhouse gas concentrations encompass more than just the weather – greenhouse gases are changing the chemistry, physics and biology of our planet, with unclear consequences.  Their full synergistic effects, through these complex biogeochemical systems, remain difficult to anticipate. Their consequences difficult to predict. 
 
And so, as the negotiations continue, we continue our research.  On the oceans and the tropical rain forests; the deserts of the Sahara and the Arctic; the peatlands and permafrost; the soils and the bedrock beneath; the atmosphere and the cryosphere.  On the plants, animals and microorganisms that coexist with and co-regulate these ecosystems.  And of course, the people dependent on them.

COP21 daily report: Be brave, work together and involve the next generation

Scene from COP21

The first several days of COP21 have seen a flurry of announcements, propositions and commitments.  Just within the Bristol/Paris/ICLEI tent, numerous new ideas have emerged as city after city has stepped forward and proposed its Transformative Action Plans. Despite the diversity of propositions, the key themes are emerging: Leaders must be brave and adventurous; we must all work together in new and innovative partnerships built on trust; and engagement with the next generation is crucial.

These are not terribly surprising!

The challenge for leaders to be brave was the key message from the Mayors of the past and future European Green Capitals. Speaking after the panel, Katarina Luhr, Vice Mayor from Stockholm, said:

“My message to the politicians negotiating at COP21 is to look to the future and be brave.”

I could not agree with this more.  Going ahead, as we face increasingly difficult challenges, navigate contentious compromise, or try something new and unknown, this bravery will become even more important… and more complicated.  Populations will have to empower leaders to be bold and leaders will have to earn that right by building trust.

The Cabot Institute has been discussing this with our colleagues and partners (including the University’s new Brigstowe Institute) over the past year – and we are certainly not alone in this. We will report more on these issues in the coming months, but one emerging theme is how trust can be built through partnership. (See my blogs on the importance of University of Bristol partnerships here and here).

Few challenges, whether it be tackling climate change, resolving inequality or building a sustainable health service as our population ages, can be solved by a single agent acting alone.  Appropriately, George Ferguson and Cllr Daniella Radice, Assistant Mayor for Neighbourhoods, including Environment, emphasised partnership as they opened the discussion on the first day of the Cities and Regions Pavilion. And of course, the Pavilion itself is the product of partnership between Bristol, Paris and ICLEI, itself a partnership of >1000 local and sub-national organisations.

Partnership is necessary.  Diverse contributors with diverse perspectives and expertise must work together to solve the climate change crisis.

And partnership is hard. It requires a deep and long-term commitment and a willingness to share, compromise and trust. It is at the heart of the University of Bristol’s ambitions , including how we work with our city, but we also recognise that that requires long term commitment. We’re trying but we’re not going to pretend we have it cracked.

One great example of successful partnership is Bristol is Open, a joint venture between the University of Bristol and Bristol City Council but designed in a way to be open to a variety of new partners from business and civil society. BIO is a combination of state-of-the-art, publicly owned fibre-optic infrastructure, environmental sensors, 5G wireless technology, the university’s high performance computing and programmable city models.  It could enable a new type of smart city in which traffic, flood, emergency, and energy services are managed in real time to achieve efficiency, sustainability and resilience.

But that is the future of BIO.  What it is now is a city-wide laboratory that will be open for experimentation and innovation.  It is an invitation to partnership.  And one of the first steps in that invitation was the 18 November Festival of the Future City launch of the Data Dome, the UK’s first 3D, interactive dome for data visualisation at At-Bristol. The purpose and value of the smart, programmable city can be difficult to grasp – it was for me!  The Data Dome, similar to the Playable City initiative, is a way to share and explore the potential of this technology while learning about our city. [And the Bristol Brain, one of Bristol’s Transformative Action Plan propositions discussed on Tuesday, will also be central to this.]

Another truly exciting arena for partnership is the recently announced UKCRIC programme, led in Bristol by Professor Colin Taylor, also the theme leader for the Cabot Institute’s Future cities and communities research theme.  We will be discussing this much more in the future, especially as we launch the Collaboratory component of it, which will bring investment to the centre of Bristol to support even further collaboration and innovation.

Of course, one of the most exciting and successful examples of partnership that I have seen in Bristol or any other city is the Bristol Green Capital Partnership (BGCP), which was key to winning the European Green Capital award and remains dedicated to building momentum for climate action. Gary Topp, Development Director for the Partnership and Honorary Fellow in the University of Bristol, was part of the team showcasing Bristol’s ambition on Tuesday in Paris, where he outlined its work involving over 850 organisations committed to creating ‘a low carbon city with a high quality of life for all’. For other Green Capitals, creating a partnership was a major success; we started with one. And it is now the largest of its kind in the world.

One of the things I am most proud of in the Cabot Institute has been our support of and work with the BGCP (which predates my current role by several years).  Our Manager Philippa Bayley was the directly elected co-Director of the Partnership in 2014 (with the amazing Liz Zeidler of Happy City, about which I could write a whole extra blog!), and we have several ongoing projects. The Partnership is now gearing up to be a central and sustainable part of the 2015 legacy, serving as a uniting, empowering and vocal participant in the future of our city. On 26 November 2015, working with Crowdfunder UK, they launched their most recent initiative, the Better Bristol campaign to find new ways to support exciting and potentially transformative projects.  The largest such partnership in the world, the BGCP will play an essential role in ensuring that Bristol continues to be a place where grass roots projects thrive.

Mayor George Ferguson emphasised this principle in his concluding comments, noting that while targets and technology were important, the European Green Capital award was about people and partnerships among civil society, with schools, businesses and other cities. “Recognising that we cannot work in isolation,” he added, “is absolutely vital. We need to shape our cities in partnership, finding common links to suit everybody, provide confidence to deal with the unknown and take control of our destinies.”

A final example of this Partnership came later in the day, when our former Cabot Institute colleague Professor Andy Gouldson (now at Leeds) shared his research in investment in a sustainable future for Bristol. It revealed that over the next decade, such investment could save Bristol up to £300 million on its energy bills and create up to 10,000 jobs.  The report ‘The Economics of Low Carbon Cities: a Mini-Stern Review for the City of Bristol, was commissioned by the Cabot Institute and funded by the University, and uses a robust model to assess the costs and benefits of low carbon projects to accelerate Bristol’s progress.  A similar initiative, STEEP, involving Cabot Institute academic Mike Yearworth, showed how Systems approaches could also bring about city-scale energy efficiencies.  Both are underpinning Bristol’s consultation around its Climate and Energy Security.

So enough patting ourselves on the back.  These are some nice emerging success stories.  But we can do better.

Partnerships work best when everyone benefits, but we must put more effort into building deeper and more powerful trust so that partnerships create room for compromise.  Or even temporary sacrifice. Perhaps more importantly, we recognise that many people do not feel included in these ‘partnerships’. This requires more thought and reflection than a few paragraphs in a single blog.  Therefore, allow me to simply note this challenge and trust me to return to it; and I will finish by focussing on one of our most important partners.

The youth of our city and our planet

As an educational institution, we must make a strong commitment to prepare the next generation. Our offer should be imaginative, distinctive and innovative – and it should prepare our students to be global citizens, committed to a sustainable and just future, and inspired to be creative and enterprising.  These concepts are intrinsic to our ongoing Strategic Review, being led by our new Vice-Chancellor Hugh Brady.

They are also being embedded at an earlier age through one of Bristol 2015’s flagship successes. On 24 Nov, the city launched the Sustainable Learning programme, shared with thousands of Bristol children and  underpinned by the award-winning Shaun the Sheep app.

We must prepare the next generation to live in a more volatile and unpredictable world.  The University of Bristol is committed to that.

We must also prepare the world for them.  This is not about solving all the problems for them; nor is it just about giving them the education to solve problems.  It is also about creating the social, economic, legal and infrastructure framework that leaves room for them and their ideas and their creativity.  I think all policies, regulations and treaties (or their removal) should be tested against a central rule: does this create options for future generations or take them away.   The next generation must inherit a world where creativity and innovation are allowed to thrive. The Cabot Institute is committed to that.

But we must be equally committed to working with them now.

George Ferguson emphasised this in Paris: “We all recognised the importance of putting our young people first and foremost; involving them in how we plan for their future… those young people often come up with ideas and solutions that are better than those of their older counterparts. Building cities for the future cannot just be for youth, it has to be with them”.

I have written (and tweeted) about how deeply impressed I am by our Youth Council and our Youth Mayors, several of whom were just nominated by RIFE Magazine as 24 Influential People under 24. They are brave!  And smart and informed and passionate.  They have ambition for themselves and ambition to make the world a better place and we would be fools to simply wait for them to become future leaders. They have much to offer now.

But that involves more than just inviting them to the meeting; it means letting them set the agenda.

Are we brave enough to do that?

Over the past year the Partnership has been working with, and talking to, partners about how it can best support the continual stream of good ideas generated in the city in this new and more difficult environment.  As you will know this is as much a challenge for the Partnership itself, as it is for many projects it seeks to support and collaborate with.Any project and idea needs resources and a set of ‘capacities’ to succeed – people, space, materials, permissions, etc. And whilst many things are often achieved on the basis of energy, commitment and determination … sometimes ‘cash’ is required.  As we know in recent years, cash has been harder to find as the old models of investment, public sector support and grants from trusts and foundations has become more challenging. Crowdfunding is a new mix of innovation, politics, public support, entrepreneurism and energy. It is open to all for success or otherwise. We all know the global stories.

The Partnership is about city scale interventions and it is about the increasing importance of cities as the appropriate ‘unit’ to address the climate challenge. At city scale projects and ideas can have real impact. They can be both locally empowering and part of a global movement of positive action and change. Right now cities matter more than ever before.
This exciting relationship brings together the world’s biggest city scale Partnership,  the expertise of Crowdfunder and an ambition to generate and support  £1million of grassroots projects. This is a different kind of approach to funding – we all have to support the work that we care about. This can happen at individual giving level (a few pounds ….) or it can be a great way for business and grant-funders to match their resources directly with those projects that the ‘crowd’ endorse. The Global Goals: How on Earth can geologists make a difference?

On the 30th October the Bristol Geology for Global Development (GfGD) group trekked off to London to the grandeur of the Geological Society for the 3rd annual GfGD conference. Joel Gill, the director of GfGD, opened the conference with the bold claim: “Probably the world’s first meeting of geologists to discuss the Global Goals.” And it’s not an overstatement. Despite first appearances, geology has a crucially important role to play in many of the 17 goals internationally agreedby World Leaders in September this year. So why aren’t we talking about it? The conference acted as a platform for these discussions, it gave geologists a chance to learn how they can actually contribute to the success of these international development targets and it introduced us to new ways in which geology can help make a difference.

Two scientists from the British Geological Survey touched on some particularly interesting examples of unlikely connections with geology and development.
We heard from Dr Michael Watts about how soil geochemistry is being used to maximise the potential to grow nutrient rich crops in places where people lack vital nutrients in their diets. In many areas of Malawi, people are suffering from selenium deficiency, which can cause a weakened immune system and an underactive thyroid. By increasing the alkalinity of the soil it may be possible to increase the amount of selenium in the plants that grow in that soil.
In a world that is becoming increasingly urbanised, Dr Katherine Royse stressed the importance of consulting geologists in urban developments. The subsurface is a finite resource and is being utilised in every possible way beneath cities, for transport, water works, electricity distribution and much more. In London, many infrastructure and building projects end up costing 50% more because developers weren’t aware of subsurface conditions from the outset.
These examples highlight the necessity for geologists to be included in discussions about health, about sustainable cities and about many other Global Goal themes. Geologists have much to bring to the table.

What did you say?

Of course, a big focus of the GfGD conference was about how we can communicate our science to people with no scientific background. If we want to use geology to help better prepare people for natural disasters, or to help make communities more resilient to climate change, explaining simple geological processes in a way that people understand is absolutely key. And often we need to take a step back to get exactly what angle the person we’re communicating to is coming from.

One particularly striking example of communication was introduced by Solmaz Mohadjer and related to children in Tajikistan who wondered why earthquakes were happening to them. Earthquakes happen all over the world and that seems obvious to us, but it’s not necessarily obvious to everyone. These children came up with all sorts of explanations for the earthquakes they were experiencing including that the Earth was balanced on a tower of elephants!

Through educational tools that the children, teachers and teacher trainers can understand, everyone can learn why earthquakes happen and how they can best protect themselves from them.

But we also need to remember we can’t just march in with all the answers. Jonathan Stone from TearFund encouraged us to be aware of what it is that makes someone an expert. The expert isn’t the person who comes along with the scientific explanation, ‘letting knowledge out like a dam’, the new expert is the person who encourages and inspires others to act for themselves.

Inspiring a new generation of geologists

Many Bristol GfGD members who came to the conference didn’t really know what to expect and went away with new perspectives on their subject. With ideas of how geology fits into all sorts of careers, not just the usual oil and mining sector. And with a view of how geology is one cog in the giant machine that is trying to tackle many of the world’s problems through the Global Goals.

The part of the conference that our group found most poignant were the views of early career geologists on how sustainability is integral to their job. In particular, we heard an account from exploration geologist, Sarah Craven, who was calling for people to become ambassadors for sustainability within the mining industry or indeed whichever sector they choose to go into.
Creating a generation of geologists who are mindful of their impact and who are aware of how they can use their skills to positively contribute to international development is at the heart of GfGD.
We lingered at the end of the conference, still in awe of our surroundings at the Geological Society. The buzz in the room was a tell tale sign that the 3rd Annual conference had achieved what it set out to do. Posing questions about how geology fits into the Global Goals, showing us what great work geologists are already doing and inspiring us to go after these opportunities ourselves. Let’s hope when the outcomes of the Global Goals are reviewed in 2030 that we’ll be able to say, “geologists helped to make that happen!”

COP21 daily report: The politics and culture of climate change

The Climate Change (COP21) conference in Paris is one of the most important gatherings of politicians, civil servants, academic experts, journalists, business and civil society representatives of the 21st Century – over 50,000 people are expected to attend.   The need to reduce global greenhouse gas emissions is clear as in 2015 global temperatures may rise to an average of 1oC above the pre-industrial level and atmospheric Carbon Dioxide (CO2) levels rose above 400 ppm for the first time in the past 800,000 years.  Some climate model results show that if greenhouse gas emission were stabilised, which would require a 60% reduction in global emissions immediately, then the World’s climate would still warm up to 1.6oC above the average pre-industrial level.
 
The natural sciences have made huge efforts to investigate the problem of climate change; unfortunately, the social sciences have not been so active.  This lamentable situation needs to change, so under the auspices of the IASQ (International Association on Social Quality) over 200 social scientists from around the world have signed the Sustainability Manifesto which argues that;

one-dimensional solutions cannot address multidimensional problems like those we currently face….. environmental change is still viewed primarily in physical science terms, whereby the (interrelationships of) socio-environmental, socio-economic, socio-political and socio-cultural dimensions of sustainability receive insufficient attention”.

Interdisciplinary and cross-disciplinary research is needed particularly to fill the current knowledge gaps about socio-political and socio-cultural aspects of sustainability.  A lot is now known about the environmental and economic aspects of climate change but this has not been sufficient to persuade many politicians or some sections of the public that major actions are required which may affect their lifestyles.  Research is needed into how best to overcome these socio-cultural and socio-political barriers to sustainability.

The Sustainability Manifesto has received the unanimous backing of the executive committee of the International Social Science Council (the World’s governing body for the social sciences under the auspices of UNESCO) and the ISSC president, Alberto Martinelli, has called on all “scientists and colleagues all around the world to support the Initiative”.  I have helped to draft the Sustainability Manifesto and have signed it on behalf of the University of Bristol.

COP21 daily report: Reflecting on the science of climate change

Bristol’s presence at COP21 started with a bang, with some of its most important contributions being showcased as it opened  the Bristol/Paris/ICLEI Cities and Regions Pavilion.  There is a lot to digest from that and that will be the focus of tomorrow’s or Friday’s blog.  Today, however, I am going to take a step back and revisit the climate science that is the basis for the political, entrepreneurial and social actions currently being discussed in Paris.

When I started by PhD in 1992, the concentration of carbon dioxide in the Earth’s atmosphere was about 355 ppm and already a huge source of concern to climate scientists.

About one year ago, depending on the station or the season, CO2 levels passed 400 ppm for the first time in human history.  And for the first time in ice core history, extending back nearly 1 million years.  And – based on our recent work using chemical proxies to reconstruct atmospheric carbon dioxide – probably for the first time in about 3 million years.

If we continue burning fossil fuel, even with reduced emissions, we will reach 550 to 700 ppm by the end of this century. Our work and that of others reveals that these are values that the Earth has not experienced for at least 10 million and maybe even 30 million years.

This is causing the Earth to warm.  That relationship is derived from fundamental physics and first articulated by Svante Arrhenius over a century ago.  Our climate models elaborate and clarify this relationship.  Earth history validates and confirms it – when CO2 was higher, the planet was warmer.  And consistent with that, this year is on track to be the warmest in recorded history, with human-induced warming now thought to have warmed our planet by 1C.

This is half of our agreed limit of 2C; and due to the slow response of the climate system, more warming will come.

These are some of the truly eye-opening facts surrounding climate change, the challenge we face and the need for this week’s negotiations.

There are many who will argue that the science of climate change is too uncertain to act upon.  The observations listed above, and many others, reveal that to be a manipulative half-truth.  There is an astonishing amount of knowledge about climate change – and global warming in particular.

Moreover, as Steve Lewandowksy (and Tim Ballard and myself) discussed in an article in the Guardian yesterday, the uncertainty that does exist in our understanding of climate change impacts is cause for mitigative action not complacency.  This was based on our recent volume in the Proceedings of the Royal Society, in which a great diversity of researchers highlight the impact of uncertainty on the economy, cooperation, action and creativity.

This has long been a focus of the Cabot Institute; Living with Environmental Uncertainty is a central tenet of our mission. ]We have hosted consultations and workshops on understanding, constraining and communicating uncertainty; advised decision makers and leaders; produced papers, reports and even handbooks. This year as part of the Green Capital, we framed much of our own activity, as well as our contributions to the Summits, Arts Programme and Festivals, around this theme: The Uncertain World.

A great example of this research is that of the Bristol Glaciology Centre.  Tony Payne was a Lead Author on the IPCC report on ice sheets and sea level rise.  Glacial biogeochemists, Martyn Tranter, Jemma Wadham and Alex Anesio, are studying how surface melting can create dark patches of algal growth which could absorb light and accelerate melting.  Jonathan Bamber led a fascinating expert elicitation study which suggested a wider range of potential sea level rise than previously thought.

All in all, this work is consistent with the most recent IPCC report that sea level rise will likely range from 0.7 to 1.1 m by the end of the century.  However, that range belies deeper and more frightening uncertainty. Professor Bamber spoke about this yesterday at COP21 as part of the International Cryosphere Climate Initiative and Scientific Committee on Antarctic Research session on Irreversible Impacts of Climate Change on Antarctica.  Their presentation highlighted that the IPCC range of potential sea level rise is largely a function of the 2100 time frame applied.  Longer timescales reveal the true magnitude of this threat. The projected ~1m of sea level rise is probably already inevitable. It will be even higher – perhaps several metres higher – if we warm our planet by 2C, and even more so if it warms by the 2.7C that current Paris commitments yield. The geological record suggests even more dramatic potential for sea level rise: 3 million years ago, when CO2 concentrations were last ~400 ppm, sea level might have been 20 m higher.  These changes almost certainly would take place over hundreds of years rather than by 2100.  But their consequences will be vast and irreversible.

This uncertainty is not limited to warming and sea level rise.  Uncertainty is deeply dependent in rainfall forecasts for a warmer world; we know that warmer air can hold more water such that rainfall events are likely to become more extreme.  However, how will that change regionally?  Which areas will become wetter and which drier?  How will that affect food production?  Or soil erosion?

Of course, climate change is about more than just warming, sea level rise and extreme weather.  It is also about the chemistry of our atmosphere, soils and oceans.  Again profound concern and uncertainty is associated with the impact of coastal hypoxia and ocean acidification on marine ecosystems. In fact, it is the biological response to climate change, especially when coupled with all of the other ways we impact nature, that is most uncertain. Unfortunately, Earth history is less useful here.  Even the most rapid global warming events of the past seem to have occurred over thousands of years, far far slower than the change occurring now, a point that emerges again and again in our research and frequently emphasised by the Head of our Global Change Theme Dani Schmidt.

What is happening today appears to be unprecedented in Earth history.

We are creating an Uncertain – but also volatile, extreme and largely unknown world.  Some of that is inevitable.  But much of it is not.   How much will be largely decided in Paris.

But not just by nations.  Also by mayors and councils and LEPs, NGOs, citizens, businesses and other innovation and transformation leaders.  This is why the actions being proposed in the Cities and Regions Pavilion, not just by Bristol but by hundreds of cities and local authorities across the globe, are so very exciting.
