Mock COP26: Convincing, Cooperating and Collaborating

 

Glasgow COP26 presentation, preliminary discussion, and negotiation rounds 1 & 2

On 11th November at 10am around 60 A-level students from schools across Bristol gathered to participate in this year’s Mock COP26, hosted by Jack Nicholls, Emilia Melville, and Camille Straatman from the Cabot Institute for the Environment. After a resounding success from the first Mock COP, which took place online in March 2021, there was real excitement and anticipation building for the in-person event which would be held in the Great Hall of the Wills Memorial Building.

The morning kicked off with an engaging presentation by Jack, Emilia, and Camille, outlining the objectives of the upcoming COP26 in Glasgow. There had been much discussion surrounding the COP in the public sphere in the prior weeks, so it was interesting to see a summary of where things stand in the time since the Paris Agreement and what the potential outcomes of this COP may be.

The negotiations began with preliminary intra-group discussions, facilitated by a group of 12 postgraduate students. Each group defined their stance on each of the COP resolutions, ranging from option A, the most radical response, to C, the most conservative. It was evident from the off that these students were highly knowledgeable and passionate about the environmental, sociological, and economic impacts of each resolution, and as a result, each group wasted no time in prioritising the resolutions that would benefit their actor the most. Brazil factored in its current economic and development situation, as well as the Amazon’s critical role in the ecosystem balance, choosing to prioritise climate finance, natural protection and conservation and protecting climate refugees. For the International Indigenous Peoples Forum on Climate Change (IIFPCC), giving protected status to 50% of Earth’s natural areas by 2050 was defined as the most important resolution, whereas Shell chose to focus on phasing out coal, with the understanding that this would take the onus off the oil industry. Each group presented their ideal resolutions in a clear and concise manner.

The atmosphere really started to build in the hall when the first round of negotiations began. China faced Greenpeace in a heated discussion on coal usage while the IIFPCC negotiated with the USA on protecting indigenous populations. The United Nations High Commissioner for Refugees found alignment with Brazil on many of the resolutions, namely achieving net-zero emissions by 2050, natural protection and conservation to 30% of Earth’s natural areas and protecting climate refugees. In round two of negotiations, we saw Shell and the International Monetary Fund categorically disagree on the timeline for transition to Zero Emissions Vehicles, eventually compromising on a B resolution to have all new vehicle sales as zero-emission by 2040. Brazil was happy in supporting the IIPFCC in resolution 7a. (All countries must allow people fleeing from natural disasters, environmental degradation, and sea level rise to enter their countries and make their new homes there). Brazil and IIPFCC made an alliance to encourage USA toward resolution 7a, instead of their preferred 7b (Countries at risk of extinction from sea level rise should be provided with new land to settle and move their people to OR be provided with financial help to buy land in other nations). China and the Alliance of Small Island States (AOSIS) clash on coal usage, with AOSIS pushing back with a suggestion of image control, but ultimately China held strong on their decision.

Negotiation rounds 3 & 4, voting, and deputy mayor’s speech

The UK showed their tactical abilities and their knowledge in the negotiations with Greenpeace, but Greenpeace did not cede to their demands and manage to agree to a deal.  The IIPFCC was determined to protect indigenous land and communities, but their quest was heavily challenged by Shell. There was no common ground in the negotiation with this petrol giant, so the IIPFCC had to ensure an allyship with Brazil if they wanted to ensure the protection of the indigenous. On round four, Shell tried to sway some votes from China and Sweden, but while agreements were found with the former, the latter country was not going to let Shell influence their values. The tête-à-tête became lively as neither Shell nor Sweden were willing to compromise, resulting in a rather unsuccessful attempt of finding complicity.

After four intense rounds of negotiating, the voting began. Were all parties going to remain faithful to the agreements established during the negotiations? Or would some throw a curve ball, changing their minds at the last minute? The pondered tactics of the IIPFCC were successful, as they managed to lock Brazil’s and the USA’s support on their most valued resolutions. All parties pondered thoroughly on how to best use their votes, and it seemed that this meant that some agreements had been silently retracted, when some astonished reactions followed the raise of hands here and there.

The conference was finally over and many parties, including Brazil and Greenpeace, could celebrate the victory of the resolutions agreed upon. Yet, it was clear that a bittersweet aftertaste was left in the mouths of some parties, who did not manage to persuade enough. The heated debate had ended, and what was done was done, but one more surprise was awaiting our participants. Deputy Mayor Asher Craig had been sitting on the sidelines for a few instances already, assisting in the final yet most heated rounds of the conference. She was there, observing our pupils in awe as they got into character and avidly fought for their beliefs. The Deputy Mayor was impressed by the passion of these young minds and how much they are invested in the cause; she was proud to see that young generations care about the environment and our planet, as they came up with ideas for change that they would like to see more in the Bristol. The innovativeness and creativity of the students was remarkable in her eyes, as she proceeded to give an inspiring and uplifting speech on the efforts currently being made by the City Council to respond to the climate emergency. The mock COP26 was a more than a successful event, and as everyone waited for the results of the conference in Glasgow, we all wished that our simulation had been real.

We Need to Talk About Transport

 

The transition to zero-carbon is essential to the mitigation of climate change, but despite Paris Agreement commitments, transport emissions are still on the rise. The transition to clean forms of transport is a hot topic for the upcoming climate change conference COP26, which will take place in November 2021 in Glasgow.

Researchers agree that there are solutions to the transport problem, both simple and innovative, but we need to act fast. That much is clear from a local example; Bristol needs to reduce carbon dioxide emissions by 88%, to meet its ambitious net zero targets by 2030. For National Clean Air Day (17th June), I have been finding out about research on clean transport from experts at the Cabot Institute for the Environment at the University of Bristol.

Professor Martin Hurcombe, ‘Access and Active Leisure in a Time of Pandemic: Tales of Two Cities’

Self-proclaimed ‘MAMIL’ (middle-aged man in lycra), Professor Martin Hurcombe from the Modern Languages department is a keen cyclist, a passion he has integrated into his research. As an offshoot of his research in literary studies, Martin became fascinated by the French sports press and the way it represented cycling. As a result, he is currently writing a book exploring attitudes towards cycling from the late nineteenth century up to the present.

Martin is also working with the Brigstow Institute on an exciting project entitled ‘Access and Active Leisure in a Time of Pandemic: Tales of Two Cities’. This comparative study of Bristol and Bordeaux is exploring how the pandemic has highlighted longstanding issues around access to and enjoyment of urban spaces via active leisure. Both cities reflected profound inequalities, entrenched geographically, economically, socially and culturally, many of which originate in the cities’ parallel histories of empire, trade and industrialisation. Martin and his fellow researchers are investigating the ways in which the pandemic has heightened these structural inequalities, but also led to some positive re-shaping of the urban environment, from reduction of road traffic to a massive increase in cycling with recent government statistics show that cycling levels during lockdown rose by up to 300% on some days.

While the benefits of cycling are clear; a healthier population, decreased congestion and a cleaner urban environment, Martin laid out various key challenges faced in its promotion and uptake. These include the attitudes of drivers towards cyclists, infrastructural challenges and issues of safety.

Why is it important to conduct cultural, qualitative research in the transport sector?

To change attitudes, we need to take a broader cultural approach, not just an infrastructural one; issues of who has a ‘right’ to occupy the streets play out on a daily basis in how a cyclist or a runner feels and acts on the roads. Despite the challenges revealed by his public engagement research, Martin seemed determined that this kind of research will be valuable in ‘finding a way we can all share this space’. Research like this can be used to draw out diversity in active leisure and dispel the traditional image of the cyclist, to broaden it to include people of all sectors of society. Martin also recently worked on ‘Putting a Positive Spin on the Story of Cycling’ (PPS), that was developed with local charity Life Cycle.

We want to demonstrate that cycling was, and is, something for everybody.

Georgina de Courcy-Bower, E-scooters in Bristol

Georgina completed her Master’s in Environmental Policy and Management during the pandemic. Following the legislation of e-scooters in the UK on 4th July 2020, a change in law brought forward to reduce crowding on public transport as a result of COVID-19, she chose to write her dissertation on this new micro-mobility. Georgina explained that the Voi scooters, introduced to Bristol as part of a shared mobility pilot scheme in UK cities, were considered and promoted as a ‘last mile’ solution to fill gaps between transport links and homes or offices, in hopes to draw more people away from their cars and tackle congestion and air pollution – two key issues associated with the car-dominated transport system known to Bristol.

Georgina decided to investigate the viability of these e-scooters as a solution to sustainable urban transport in Bristol, by conducting a policy analysis to explore the successes and failures of implementation of e-scooters in cities around the world. Overall, e-scooters were found to be a positive alternative to cars. However, Georgina did come across certain roadblocks to their success in her research; for example, the lifecycle analysis of e-scooters shows that they still produce significant emissions, particularly compared to active travel, because of their production and dissemination.

Are e-scooters a viable part of the solution to sustainable transport?

 The most effective way to encourage a modal shift away from cars will be to reallocate space to all other road users, such as forms of public transport or active travel. She suggested that we need to begin ‘designing cities around people’, proffering the local example of Cotham Hill, where the road has been closed to through-traffic to allow restaurants and businesses to expand onto the street and create a safer space for pedestrians and cyclists. Georgina concluded that when e-scooters are paired with other ambitious policies, they are more likely to provide public benefit. However, e-scooters cannot act alone in decarbonising the transport system.

Understanding the city as a complex system and taking a more holistic approach to environmental transport sustainability is likely to be the most successful strategy.

Dr Colin Nolden, Riding Sunbeams

Dr Colin Nolden is the non-executive director of Community Energy South, an umbrella organisation for community energy groups. A member organisation pioneered the idea of connecting community-owned solar farms to the railway traction system, realising that it would be possible to repurpose existing solar PV technology to do so. This idea led to the formation of a spin-off company, now known as Riding Sunbeams.
The current railway system’s electricity is supplied through supply points to the national electricity grid. Therefore, decarbonisation of electrified railways currently hinges upon the decarbonisation of our electricity grid. Riding Sunbeams provides an alternative to this with huge rail decarbonisation potential; supplying renewable energy directly into railway electricity substations and overhead rail gantries, bypassing the grid entirely. This can be achieved without the need for costly electricity grid reinforcements. Network Rail seemed like the obvious choice to approach with Riding Sunbeams’ innovation, especially given that they are the UK’s biggest single electricity user.

What are the social benefits of renewable, community energy?

Colin was in charge of conducting a Social Impact Framework (SIF) for the project and found that there is great potential for positive social impacts; community energy groups that could be developing solar traction farms are strongly rooted in local communities, and provide local jobs, volunteering opportunities and reduce economic leakage from geographical areas. So far, Riding Sunbeams has successfully implemented one pilot project, in the summer of 2019, a solar array of just over 100 panels connected to the railway outside Aldershot station in the UK. Since April 2019, Riding Sunbeams have also been exploring the potential for integrating other clean energy technologies like wind power.
There has been significant support for the technology from the government and people championing it within Network Rail, and as a result Riding Sunbeams has procured funding from Innovate UK and the Department for Transport. Colin explained that the SIF demonstrated a variety of positive social impacts to community-owned traction supply that could tick a lot of the boxes Network Rail want to tick. Nevertheless, he concluded that

Despite good will and innovation, ‘it takes a long time to disentangle things and implement new systems.

Emilia Melville, Moving Bristol Forward’s Transport Manifesto

Researcher, Emilia Melville, is one member of the team behind Moving Bristol Forward’s Transport Manifesto and its vision for a better transport future for Bristol. Moving Bristol Forward is a collaboration between Zero West and Transport for Greater Bristol Alliance (TfGB). Emilia became involved through Zero West, a community interest company, whose mission is to get the west of England to zero carbon. Teamed up with TfGB, it was important to them that this project had a significant participatory element. As a result of consultations with the public, a manifesto was written that envisions a different future for our cities; one that integrates many voices and imagines streets not overcrowded by cars, but filled with active travellers and efficient, clean public transport. To read the Manifesto’s 8 key aims, click here. The goal is to gain endorsements from organisations and policymakers, along with support from the public.

How Bristol measures up to other cities in terms of moving towards clean transport?

There is a lot of good will, citing such schemes as Playing Out Bristol, a resident led movement restoring children’s freedom to play out in the streets and spaces where they live. However, Bristol faces many challenges, not least because of its heavy car-dependency. This is partly due to car-oriented planning and construction that happened in the 1960s. Commuters face issues such as a lack of connections between the outskirts and the centre, and not feeling safe on public transport or in active travel has been a recurring problem cited in public engagement sessions. The city lacks a combined transport authority, like TfL in London, that would allow for integrated ticketing, better-connected routes and an overall better coordination. Nevertheless, while the issues Bristol faces do require serious thinking about major urban planning changes, there have been examples of successful conversions in the past. Queen’s Square, now a beautiful and well-loved park, once had a dual carriageway and major bus route running through it! In 1999, the City Council made a successful grant application to restore it as a park as part of the Heritage Lottery Fund’s Urban Parks Programme.

My Thoughts on Our Talks About Transport

I asked Emilia what she would say to the person that does not believe in the power of the individual, for example, someone who thinks ‘it won’t make a difference if I ride my bike versus drive my car, so I’ll just drive’. She replied that, firstly, riding your bike is great! You inhale much less air pollution than someone in a car, can make eye contact with fellow road-users and get a good burst of exercise. She concluded that change needs to happen at different levels: it is important that we show policymakers that we want to see change, whether that be by writing to them to endorse the manifesto, or increasing the presence of active travellers in the streets. As Martin explained in our conversation, critical mass is key! The same can be said for using public transport; the higher the demand is for it, the more likely we are to see policy changes that increase investment in it, thus resulting in greater regularity and efficiency of services.
As the UK hosts COP26 for the first time, this is a key opportunity to galvanise efforts to achieve the UK’s legally-binding net zero emissions goal by 2050. Speaking with the four transport experts led me to these conclusions:
The Department for Transport needs to encourage the public to avoid journeys by car that can be taken by other means of transport.
• There is a need to shift necessary journeys to the most sustainable modes, and alongside this, clean up motorised journeys by transitioning to Zero Emissions Vehicles.
• Alternatives to private cars need to be made more readily available, accessible and attractive.
• Finally, we should build on the momentum of the shift towards active travel brought around by the pandemic, encourage a return to public and active transport and a shift away from motorised travel.

How scientists and policymakers collaborate towards sustainable Bristol

 

In the world facing increasingly complex and interdisciplinary challenges, our job descriptions expand to account for new collaborations, duties, and types of knowledge to engage with. Civil servants are now expected to ground their policies in evidence, while scientists are required to translate their findings so that they’re useful to the citizens, industry practitioners or politicians.

Climate action is no different. It comes to life at the curious intersection of activism, political will, market incentives, democratic mandate and, of course, scientific knowledge. As a university researcher, I am on a mission to ensure academic knowledge serves Bristol’s transition to the sustainable city.

An effective collaboration across the worlds of science and policy requires some professional unlearning. Convoluted and jargon-filled academic writing style is not going to cut it if we’re serious about influencing ‘the real world’ (sorry). Similarly, our traditional output formats are simply too long to be accessible for policymakers. I also firmly believe that we ought to advance public debates, rather than solely our respective disciplinary conversations; for that matter we need to invite a broader set of discussants to the table.

After 4 years of researching city-level climate policymaking, my head was filled with ideas and recommendations to the key local decisionmakers. Luckily, upon the completion of my PhD I have been offered a role on the Bristol’s Advisory Committee for Climate Change (BACCC). Over the past two years (well, nearly), we have been scrutinising the development of One City Climate Strategy and advising the local council on their policy development.

What does it involve in practice? – You might be asking. Our work so far has been mostly focusing on synthesising the academic evidence and communicating it in an effective way (with lots of help from a team in PolicyBristol, thank you!). Knowing ‘what works’ to reduce greenhouse gas emissions is one thing, conveying the message to convince politicians and citizens is no less a challenge!

Below, I’d like to tell you about three ways experts at BACCC collaborated with policymakers on local climate action:

  1. Submission of evidence to the national government inquiry: Covid impact on transport
  2. Analysis of policy gaps and opportunities: Energy White Paper
  3. Rapid review of evidence: Low Traffic Neighbourhoods

Submission of evidence to the national government inquiry

Over autumn 2020, Bristol City Council approached us for comments on the national inquiry exploring Covid-19 impacts on transport. At BACCC, we advised the council on the scope of the evidence submission, communication strategy and appropriate ways to present the data. We wanted to convey a message of a city that sees the covid-19 response as a leverage to ‘bounce forward’ to innovative and sustainable transport solutions rather than ‘bounce back’ to the old ways we deemed as normal:

“The council’s long-term ambition is to make the new road layouts permanent, creating cleaner air and better bus, walking and cycling journeys, alongside ongoing plans for a mass transit public transport system. The pandemic has had huge impacts on usual travel habits and, despite its challenges, air pollution levels dropped by almost half during the months of lockdown with big increases in walking and cycling. It would be prudent to capture those benefits and protect the long-term public health of the city”.

We are hoping that this submission, together with wealth of data on how people move will encourage the national government to devolve significant proportions of transport funding so that city leaders can turn covid emergency measures (e.g. bollards, signage, temporary closures) into high quality urban infrastructure.

Analysis of policy gaps and opportunities

Policy landscape is dynamic; no single person has time to keep up with all the strategic documents, funding announcements and consultation opportunities. It is vital, therefore, that we are able to align the national policy direction with the local climate strategy. In early Spring 2021, we delivered a rapid assessment of gaps & opportunities, following our analysis of the National Government “Energy White Paper” and “10 Point plan”. While there are clear overlaps (e.g. in the funding for electric vehicles, retrofits, heat pumps installation), certain local ambitions cannot be clearly mapped to the national agenda. As such, we risk that Bristol’s plans in the realms of zero-carbon freight consolidation, solar generation or business carbon emissions will not come to fruition.

Rapid review of evidence

Energised by the fierce (yet polarising) debate on Low Traffic Neighbourhoods, we set ourselves to review the literature on the impacts, risks and opportunities on this controversial topic. We reviewed academic literature (from statistical public health analysis to qualitative human geography), news items and policy reports to provide a balanced feedback to the local planners. In particular, we wanted to disentangle empty rhetoric from genuine concerns to cool down the temperature of the conversation.

We provided six key recommendations:

  1. Reassure that the co-design process is taking place to deliver Low Traffic Neighbourhoods.
  2. Show compelling evidence on: the benefits to health, safety and lower traffic speed.
  3. Clarify misconceptions about: potential traffic displacement, lack of accessibility for emergency services, lack of access for deliveries and blue badge holders, loss in customer footfall.
  4. Acknowledge complexities to do with the potential for short-term disruptions and the risk of gentrification
  5. Challenge sensationalist media reporting by dispelling unverified claims, exposing exaggerated claims and monitoring the evolving conversation.
  6. Above all, set out the narrative:
    • We need to make positive changes: we cannot continue as now for the health and wellbeing of our communities and beyond.
    • Some disruption is inevitable, and we will try to mitigate this and work with those affected, though the benefits are real and important.
    • What will be delivered will improve the environment for local people – and help to address national and international ambitions.

Bold Leadership, radical action – what Bristol residents want on climate change

What do Bristol residents really think about climate change? We know that Bristol has a reputation as a green city, but is it just ‘greenies’ at the centre of town who care? What kinds of policies would be acceptable or desirable? Are people aware of what the Council is planning to do?

Our team of eight researchers set out to all four corners of the city with clipboards , to find out what Bristol residents have to say. They approached people at bus stops, in leisure centres, at libraries and on the street to ask questions like:

  • What comes to mind when you think of climate change?
  • How does it make you feel?
  • Are you aware of any planned changes in the city in relation to climate change?
  • Are there any future changes you would or wouldn’t want to see?

The answers came in from 333 residents of all parts of the city in February and March 2020, and then a further 1343 residents took part in an online survey in June, which included an additional question about whether Covid-19 had shifted their views on climate change in any way.

 

 

Careful analysis of the responses revealed the following insights:

  • Bristol residents are concerned about climate change and would welcome City leadership and policy that enables them to take action. People want change, but they don’t necessarily have the will or indeed power to act as individuals.
  • The emotion of fear was widely identified but what this meant for action was mixed. In some cases it motivated change while in others it held back action.
  • Transport is the biggest area of concern talked about both before and during the Covid-19 lockdown.
  • Residents are willing to see radical change in the city, and are frustrated that the visible steps taken so far aren’t enough to address the climate emergency. with the lack of visible steps that have been taken so far.
  • Equality and fairness is important to Bristolians, including an expectation that all sectors should pull their weight and that the cost of adaptation to climate change should not be carried by, or lead to the exclusion of, those least able to pay.
  • Residents expect a high level of integrity from Bristol City Council.

This research coincides with the launch of Bristol’s One City Climate Strategy, a cross-sector approach to the climate emergency in Bristol.  The promotion and communication of the One City Climate Strategy is a good opportunity for increasing understanding of the city’s plans, and involving residents in shaping what we do, and we hope that this research can inform that process. It is clear that people from across the city care about climate change, and are afraid and angry, but they want to see bold and consistent city wide leadership, and to know that the efforts they make to contribute to the change we need are part of a wider collective effort where everyone pulls their weight.

Bristol and the Sustainable Development Goals

The UN Sustainable Development Goals (SDGs) are often referred to as “the closest thing the world has to a strategy.” The 17 Global Goals,  agreed at the United Nations General Assembly in 2015, set out 169 targets to be achieved by the year 2030. These targets cover a wide range of issues, such as poverty, inequality, gender equality, education, health, infrastructure, energy, climate change and more. Underpinning the Goals is an ambition to reduce our impact on the planet and reduce divisive inequalities in society without making anybody poorer or worse off.
 
Progress towards meeting the SDGs is normally monitored and reported at the national level through the production of Voluntary National Reviews which are presented to the United Nations at an annual event known as the High-Level Political Forum.
 
However, there has been a surge of interest in ‘localising’ the SDGs in cities around the world by promoting their use, integrating them into city plans and policies, and monitoring progress at the city (rather than national) scale by undertaking Voluntary Local Reviews (VLRs). In July 2018, a handful of cities around the world reported on their own progress by submitting VLRs to the United Nations.
 
Inspired by these city-level pioneers, researchers at the Cabot Institute secured a grant from Bristol University’s UK Economic and Social Research Council Impact Acceleration Account to produce the UK’s first VLR, Bristol and the SDGs: A Voluntary Local Review 2019
 
 
 
This report was produced through a partnership between the Cabot Institute for the Environment at the University of Bristol and the Bristol City Office. It reflects a whole-city approach to tackling the SDGs and includes information on the activities of 90 Bristol based organisations working to make the city more economically, environmentally and socially sustainable. The report covers all 17 SDGs and includes data from over 140 statistical indicators.
 
In many areas Bristol is performing well. There have been very significant improvements in the quality of education in the city, particularly in early years attainment. Bristol’s economy has grown consistently in recent years while unemployment has fallen. Energy consumption and local carbon emissions have fallen, and a strong civic commitment to climate action is clear: Bristol City Council was the first city in the UK to declare a climate emergency, followed shortly thereafter by the University of Bristol. While these trends and initiatives are positive, we cannot be complacent. Bristol’s stated ambition to achieve carbon neutrality will require sustained efforts at scale by a wide range of stakeholders across sectors and levels of government.
 
In other areas Bristol has performed less-well. Child poverty has been rising in the city and food insecurity is deep in some areas. The gender pay gap in the city has barely changed despite rising wages for women. Where it is possible to disaggregate indicators, it is clear that inequalities persist across neighbourhoods, income groups and ethnicities. Poverty, food insecurity and youth opportunities are spatially concentrated. Despite falling mortality rates overall, the life expectancy gap between the most deprived and least deprived citizens has grown. And the unemployment rate among some ethnic minorities is nearly double that of white citizens.
 
Bristol’s One City Plan, which was developed through extensive engagement with citizens and stakeholders and is mapped onto the SDGs, already reflects many of these challenges, which will not surprise most Bristolians. Fortunately, as our report shows, organisations across the public and non-profit sectors, as well as the city government, are tackling these issues in creative ways, from the neighbourhood scale to the city scale. Many others are seeking to make positive impacts further afield.
 
In producing this report we encountered a range of difficult questions, data issues and new insights. The functional area of Bristol is much larger than the City of Bristol—the subject of this report. This difference between the de facto urban area and formal administrative boundaries create challenges in both implementing and monitoring the Goals at sub-national level. Beyond this, there is a clear need for an indicator framework that is tailored to the urban scale and suitable across income contexts. We faced a number of data gaps particularly in monitoring poverty, food insecurity, gender equality, domestic material consumption, aquatic life and life on land. A subnational perspective also highlights the importance of disaggregating data if we are to take the ‘leave no one behind’ ethos of the goals seriously. Many indicators showed positive trends at the city level but held hidden inequalities held when disaggregated. If cities are to effectively work towards the ‘Leave No One Behind’ agenda then more ward level data is needed.
 
Looking forward, cities have an important role to play in tackling global challenges, including influencing how the concentrations of capital in cities are channelled beyond their boundaries. Where and how the capital generated in cities can have enormous consequences on achieving the SDGs within cities and elsewhere and it is vitally important that large investment and pension funds consider how they responsibly use their resources.
 
But cities cannot do it alone. City governments need support from private sector and non-profit actors, as well as higher tiers of government and international organisations. It will not be possible to achieve the SDGs locally without increased devolution of local powers. The SDGs and the One City Plan both provide the kind of shared vision needed to forge strategic cross-sectoral partnerships to achieve a sustainable future. Cities are increasingly taking the lead in confronting global challenges, but they need support to follow through.

Local students + local communities = action on the local environment

As part of Green Great Britain Week, supported by BEIS, we are posting a series of blogs throughout the week highlighting what work is going on at the University of Bristol’s Cabot Institute for the Environment to help provide up to date climate science, technology and solutions for government and industry.  We will also be highlighting some of the big sustainability actions happening across the University and local community in order to do our part to mitigate the negative effects of global warming. Today our blog will look at ‘Climate action in communities.

Geography students from the University of Bristol spent February 2018 working on air, soil and water quality research projects for local organisations and community groups, including Bristol Green Capital Partnership members. Below is a summary of each project, the findings and next steps.

Bristol City Council – Bristol Urban Heat Island effect

Students investigated the effects of urban and suburban heat islands within Bristol compared to local rural areas. Urban Heat Island can impact human health, air and water quality and energy demand in the City with implications for future planning and city resilience. This project aimed to provide early groundwork for Bristol City Council in developing a better understanding of the Urban Heat Island in the city. The group used fifteen Tinytags across the city to collect temperature data and gained secondary data from local weather stations and building management systems. The group used a contour graph (see image below) to illustrate the UHIs they found, there was significant differences (c.1.3C) between rural sites, such as Fenswood Farm, Long Ashton compared to urban sites in close proximity, such as Hotwells Road. Bristol City Council will be using this data and other insights generated through participation in the project to inform i) the co-development of an urban temperature monitoring network and ii) further research into the Urban Heat Island effect.

Malago Valley Conservation Group – water pollution in the River Malago

Students investigated how water quality varied along the River Malago in Bishopsworth and what biological impact the dam has on microplastics and pollution in the river. Initially the group collected GPS data to map the river course and used water quality samples from 40 sites along the river to record nutrient, chlorophyll and microplastic data. The team found that some microplastic build up was evident before dams and weirs along the river and nitrate concentrations increased downstream through nitrification which suggests there may be impacts on the ecology of the river. Overall the river was found to be relatively healthy according to DEFRA and Environment Agency data, but there were recommended actions to protect its health in the future. The Malago Valley Conservation Group will be using the findings to plan conversation work programmes with their volunteers.

Bristol Avon Rivers Trust – water pollution in Three Brooks Lake

Students investigated the Three Brooks Lake and accompanying urban brooks in North Bristol to see if there was a difference in pollution levels entering the lake from two brooks from separate local residential areas. The group collected twenty water samples from the site and secondary data from the Environment Agency to examine variations in the pH, nutrient concentrations, turbidity (cloudiness of the water) and microplastics levels at the site. The findings suggested that there is likely to be a difference in the water quality of the two brooks and that the lake may be a sink for water pollution in the area. The Three Brooks Nature Reserve group will use the findings to support the development of a local management plan and the Bristol Avon Rivers Trust will be using the findings to contribute to their existing knowledge base for the catchment and to search for funding to develop the research further and to undertake any necessary improvements.

Friends of Badock’s Wood – wildflower cultivation in Badock’s Wood

Students investigated the soil conditions in Badock’s Wood to support the cultivation of wildflower meadows. The group collected soil cores from three meadows and a control meadow to analyse the soil moisture and organic matter content in the lab. Most wildflower species prefer calcareous soils (>15% calcium) with low phosphorous and high nitrogen content to grow optimally. Findings showed that two meadows have calcareous soils and two were on the borderline, all meadows had low phosphorus and low nitrogen content. In the present conditions, although some wildflowers do grow, the soil isn’t optimal to sustain the growth of many species but measures could be taken to improve the soil and more robust wildflowers could be selected to cope with soil conditions. The Friends of Badock’s Wood will be using the findings to revise their management plan for the site.

Dundry and Hartcliffe Wildlife Conservation Group – water pollution in Pigeonhouse stream tributaries

Students investigated water quality variances in five tributaries of the Pigeonhouse stream in Hartcliffe and whether this is influenced by land use in the area. The group collected samples to analyse the pH, nutrient content and temperature of the streams. The findings showed that the tributaries were healthy and unlikely to be contributing to water pollution levels in the Pigeonhouse stream and further downstream in the River Malago. The group suggested that high levels of nitrate in one tributary and Pigeonhouse stream were likely to be a result of run-off from neighbouring fertilised agricultural fields. E. Coli was prolific in all areas, the source of this will be a subject for future students to investigate. Dundry and Hartcliffe Wildlife Conservation Group will present the findings to the local neighbourhood partnership group.

Dundry and Hartcliffe Wildlife Conservation Group – effects of urban development and refuse on the Pigeonhouse Stream

Students investigated water quality along the Pigeonhouse stream in Hartcliffe. The group collected water samples to analyse for pH, nutrient content, turbidity and microplastic levels in the stream. Findings showed that microplastic pollution increased and turbidity (water cloudiness) decreased downstream as urbanisation increased. Ammonia and nitrogen concentrations were found to be high in the stream, but average compared to other streams in the region and within DEFRA safety standards. In-flow pipes from the surrounding urban areas are likely to be influencing the water quality in the stream. Dundry and Hartcliffe Wildlife Conservation Group will use the report to work with Bristol Waste to reduce fly-tipping in the area and with the local neighbourhood partnership to develop strategies to reduce pollution from the in-flow pipes.

Friends of Bristol Harbourside Reed Bed – impacts of reed beds on water quality in Bristol Floating Harbour

Students investigated spatial variation in water quality across the reed bed. The group collected twenty-one water samples and analysed for E.Coli, heavy metals, pH and nutrient content. Findings showed usual levels of heavy metals, except for zinc which was ten times higher than expected. There was no evidence that the reed bed influenced nutrient concentrations or pH levels, but this may be different if the research was conducted in summer during peak growing season. High levels of chlorophyll were found over the reed bed which can result in algae blooms. The group recommended that the reed beds should be cut back annually in autumn, this will reduce the amount of dead plant matter in the water to maintain healthy levels of zinc and chlorophyll in the reed bed. Friends of Bristol Harbourside Reed Bed will be using the findings to inform their management plan of the reed bed.

Students investigated concentrations of heavy metals and microplastics in the reed bed which would impact the reed bed ecology. The group collected ten sediment samples and five reed samples to test in the lab. Findings showed usual nitrate and phosphate levels, but zinc and potassium levels were higher than in comparable rivers which may be due to houseboats dumping excrement in the water. Microplastics were prolific in the sediment samples and identified as a major pollutant in the reed bed. The reed beds were filtering some pollutants in the water, particularly potassium, but these will re-enter the ecological system if the reeds are left to die back. The group recommended that reeds were cut back annually to reduce pollutants in the water. Friends of Bristol Harbourside Reed Bed will be using the findings to inform their management plan of the reed bed.

Bristol Zoo – air pollution at Bristol Zoo

Students investigated CO2 levels as an indicator of air pollution levels at Bristol Zoo. The group collected data using CO2 probes and gas samples at five sites at Bristol Zoo and two control sites at Fenswood Farm, Long Ashton and Bear Pit Roundabout, City Centre. The analysis accounted for environmental factors such as temperature and windspeed. Findings showed that air pollution was higher at the boundaries of Bristol Zoo than in the centre, but not as high as in the city centre. The group suggested further investigations into the impact of the high boundary wall and roadside vegetation on air pollution at Bristol Zoo would be useful. Bristol Zoo will be using the findings to as a baseline for more research into air pollution at the site.

Narroways Millennium Green Trust

Students investigated the impacts of firepits on soil pollution and compaction at the Narroways Hill conservation site in St Werburghs. The group collected twenty soil samples to test in the lab. Findings showed that soil compaction was high in some areas of the site, but no evidence linked this to firepits at the site. Soil moisture was found to increase further from the firepits. There was not significant evidence to show heavy metal pollutants at the sites, except for arsenic which the group are investigating further. Narroways Millennium Green Trust will be using the findings to inform public communications around fires at the site.

Global Goals, Local Action: Bristol and the SDGs



This week is the #GlobalGoalsWeek which is a campaign to improve awareness about the UN Sustainable Development Goals (Global Goals or SDGs). The 17 Global Goals cover everything from Ending Poverty, to Climate Action and they have been called the closest thing the world has to a strategy. This week we’ll be publishing some of the SDG activity that’s been happening in Bristol. As the Global Goals week commences we consider how the work towards localising the SDGs in Bristol has developed in the last 9 months and look to share some lessons on the process of localisation.

In 2015 the 17 UN Sustainable Development Goals (SDGs) were ratified by 193 of the UN member nations. These goals set ambitious targets to address worldwide issues of sustainable development, such as social inequality, responsible and inclusive economic development and environmental protection. They were created for everyone, everywhere and have been described as ‘the closest thing the world has to a strategy’.

Who will be responsible for ensuring we achieve these goals and how will they be achieved?
In the realm of international agreements, national governments have traditionally been responsible for local implementation. But a combination of profound global demographic shifts and a sense that national governments are increasingly incapable of tackling complex global challenges due to domestic political wrangling has given rise to a global movement to place cities at the heart of efforts to tackle both local and global challenges.  This movement, which is coalescing around a constellation of city-to-city networks (such as ICLEI, C40 and the Global Parliament of Mayors), is now grappling with the challenge of ‘localising the SDGs’. How can we usefully translate this global agenda into local practice in a way that meaningfully transforms lives?

This is the question we are working to answer through a University of Bristol funded project on Localising the SDGs for Bristol, in partnership with the Bristol Green Capital Partnership (BGCP), and Bristol City Council.

To date the project has involved engagement locally and internationally. Our previous blog post came after the Global Ambition, Local Action conference, held in Los Angeles which Allan Macleod, the Cabot Institute SDG Research and Engagement Associate, attended. Just over a month later he was also part of the hundred of delegates who gathered in Bristol for the Data for Development Festival. During three days of plenaries, breakouts and workshops the role and use of data and technology in achieving and monitoring the SDGs was discussed. Additionally, Mayor Marvin Rees showed his local support and commitment to the SDGs by announcing an SDG Ambassador in his Cabinet (Councillor Anna Keen).

The strong leadership and commitment to the SDGs from Bristol’s mayor has been complimented by many stakeholders across the city. Bristol boasts an SDG Alliance consisting of members from organisations across Bristol including some of the city’s anchor institutions with both universities, the City Council and the Bristol Green Capital Partnership represented as members of the Alliance. The network has been growing and now consists of well over 50 stakeholders from diverse backgrounds looking to mobilise SDG activity in Bristol. Through a series of interviews with key city stakeholders and alliance members, a Bristol Method+ report was released during the UN High Level Political Forum in July 2018. This report detailed the initiatives and actions that have occurred locally towards making the SDGs more mainstream in the city.

Another way the SDGs have been made locally relevant is through the One City Plan. Our research seeks to identify and support mechanisms for embedding the SDGs in local planning and governance processes by engaging with a wide range of stakeholders in the city.

Bristol City Council, a pivotal stakeholder is currently working to bring partners together for a new One City Plan. This Plan seeks to use the collective power of Bristol’s key organisations to achieve a bigger impact by supporting partners, organisations and citizens to help solve key persistent city challenges and improve the lives of Bristolians across the city. The core themes behind this plan align with the SDGs and it provides a great opportunity for Bristol to lead nationally and internationally on the SDGs. As a result, the Goals were integrated into the plan and mapped onto Bristol’s local priorities. By building on the work in ‘Hacking the SDGs for US Cities’, 75 of the 169 SDGs targets were found to be directly relevant to Bristol. These targets are being blended together with locally-developed priorities to form the One City Plan goals to result in ‘Bristol’s SDGs’.

Our work with Bristol city council has shown three important features of localisation. Firstly, the SDGs largely overlap with the remit of most city councils. As a result of this, the most cost effective, and beneficial method of localisation is a translation of local priorities onto the goals and the integration of the goals into the local priorities of the city. Lastly, the SDGs provide an opportunity for city leaders to engage in discussions around the same topic. They provide a global language for city leaders to share learning and best practices across contexts and borders. This is especially important as cities are increasingly aiming to take a more prominent role in international leadership.

During our project, it has become clear that Bristol has developed a solid foundation for SDG localisation and has begun to be a global leader in implementing the SDGs. However, it is a particularly exciting time to be working collaboratively on implementing the SDGs in Bristol as the city will be hosting the Global Parliament of Mayors Annual Summit (GPM) in October. The GPM will provide Bristol with an additional opportunity to showcase its leadership and demonstrate its credentials as an important international city that is working to improve the lives of all its citizens, while also working to tackle the challenges that we face as a global community.

Cities’ contributions to the global SDGs: A Bristol view

Earlier this month, people from around the globe gathered in New York for the annual review of the world’s progress towards achieving the UN Sustainable Development Goals (SDGs), an event known as the ‘High Level Political Forum’ (HLPF). These globally-agreed goals were developed in 2015, providing a vision for what the world should look like in 2030. Covering all three dimensions of sustainability through 17 Goals, 169 targets and 244 indicators, the SDGs have been called ‘the closest thing the world has to a strategy’.

This year the HLPF focused on 6 of these Goals, including sustainable cities and communities, SDG 11. The inclusion of cities as a specific goal is a success, and it is the first time that a subnational unit has been included in a UN statistical reporting framework.

But cities have an important role to play in meeting all of the Goals, beyond just SDG11. Urbanisation is increasingly seen as a key cross cutting element in almost every aspect of sustainable development. Forecasts suggest that by 2050 almost 70% of the world’s people will live in cities. The concentration of people living and working in urban areas creates acute sustainable development challenges in cities. And what happens within individual cities can have far-reaching environmental impacts on resource use, pollution and carbon emissions in far-away places. Because local sustainable development challenges have national and even international implications, cities have the power and the opportunity to make progress towards the global SDGs, by tackling city-level challenges through innovative technical and organisational solutions.

Indeed, the 2017 HLPF declaration highlighted “the need to take appropriate action towards localizing and communicating the [SDGs] at all levels, from the national to the community and grassroots level […] Efforts should be made to reach out to all stakeholders, including subnational and local authorities.” (para 28)

So, to achieve the ambitious SDGs by 2030, cities must be fully engaged with all the goals, and can work with each other to share learnings, as well as interact at national and global policy levels. For example, New York City presented the first-ever official city-level review of progress towards the SDGs at the HLPF 2018 linked with their OneNYC approach – and invited other cities to work with them.

Despite Bristol’s many successes, we continue to face important challenges. Prominent among these is intense inequality across economic, social and environmental domains: such as income inequality, poor air quality and persistent gaps in health and education outcomes across the city. The SDGs offer a framework for taking on these challenges in an integrated way to achieve sustainable and inclusive prosperity that leaves no-one and nowhere – including nature – behind.

For the last few years, Bristol has been grappling with how it can best engage with the SDGs through an alliance of stakeholders from across the city. This work and their views have informed our ‘Driving the SDGs agenda at a city level in Bristol’ report, released during this year’s HLPF, where UK Stakeholders for Sustainable Development and partners launched an initial review of UK progress ‘Measuring Up’.

This tells the story of the Bristol SDG Alliance, formed in 2016 to advocate for the practical use of the SDGs in Bristol – to ‘localise’ the Goals to the city – and shares key learnings.

Hosted by Bristol Green Capital Partnership, in part because the SDG agenda integrates the environmental, social and economic dimensions of sustainability, the Alliance has submitted evidence to a parliamentary inquiry, commissioned an SDGs & Bristol report, and facilitated an innovative academic role to link SDG research and engagement in Bristol.

In this role, I have been able to work collaboratively with Bristol City Council on behalf of the Alliance to integrate the SDGs into the emerging One City Plan. In addition, many businesses and other organisations in the city appreciate the relevance of the SDGs to their work, such as Airbus and Triodos Bank, among others.

As we move forward, we will be grappling with some of the challenges facing other cities working to localise the SDGs. For example, how best to monitor progress.

This is a challenge even at the national level, with the UK’s national statistics office still working hard to assess and collect the data to report on the SDGs nearly 3 years after they were agreed – see the national reporting platform. Such monitoring challenges are more acute at a city level, with extra complexities and fewer resources available to address them.

For the SDGs to be achieved by 2030, challenges such as these will need to be overcome by cities. The theme for 2019’s SDG review is ‘inclusiveness and equality’, where the UK will also undertake its first official national review. Bristol is well-placed to contribute in 2019. Collectively the city may wish to follow New York’s initiative and report alongside the UK on our city’s progress next year.

COP21 reflections: What next for the University of Bristol?

If you have read my previous blogs on my COP21 reflections (see links at bottom of this blog), that brings us to the University of Bristol and the Cabot Institute.  I hope that this year we also have made some steps towards being a trusted participant in shaping our city’s future. I have lived here over 15 years and so I know that has not always been the case.

We must contribute via our role as a business.  With the NHS, we are the largest employer in the city and our behaviour should lead by example.  This is why we have developed a district energy strategy with BCC and the NHS.  This is why we are planting trees all over the city.  That is why we collaborate with Bristol City Council and fund community initiatives. But we do need to do more.  We will be judged on how we build our next buildings.  We will be judged on how we procure our goods. We will be judged on how we engage with the other citizens of Bristol.

We must contribute via our role as an educational institution.  We are already committed to pan-University Education for Sustainable Development (and thanks again to Chris Willmore for championing that). Now we are exploring a new initiative to build sustainability, enterprise and global citizenship across the student experience; those of us in the Cabot Institute are very excited to have been asked to play a role in translating our ambitions for multidisciplinary, challenge-driven, environmental research to our Undergraduates.

Of course, those students are driving us as often as we are leading them!  In the words of Hannah Tweddell of Bristol’s Student Union:

‘Our students and young people are the future. We’ve seen the amazing work they’ve done in partnership, helping Bristol Green Capital transition towards a more sustainable inclusive city. We’re committed to getting 100,000 hours of student engagement with the city to help make our city more sustainable every year – real action on the ground to tackle climate change, inequality and sustainability.’

And finally, the Cabot Institute will continue to conduct ambitious research in this area. Being at COP21 with Bristol City Council showed me the power of academic contributions.  Our Mini-Stern review and the STEEP Project sit at the foundation of Bristol’s Climate Change and Energy Security Framework.  Bristol is Open was repeatedly cited as an exemplar in Future Cities thinking. These partnerships were embedded in the argument by ICLEI and others that cities must be taken seriously as partners in this endeavour. Our climate change research was also on display and invoked at key stages as ambitions were raised.

It is not all about the Cabot Institute.  Sustainability policy is increasingly linked to health issues, whether it be the benefits of cycling and walking or of cleaner air; as such, the Elizabeth Blackwell Institute is also a central part of this conversation. The Brigstow Institute will explore the role of self, identity and community in the 21st century, issues that will be central to the social transformations that the Paris Agreement requires.  And there is no doubt that Big Data will be key to understanding, managing and navigating the future city; our new Institute (currently the Bristol Institute for Data Intensive Research) is poised to make major contributions.

Our research must continue and become more ambitious because we do not have all of the solutions – yet. So we will continue to innovate, whether it be exciting new functional nanomaterials to underpin the next generation of renewable technology or the mathematical expertise that will help us best extract tidal power from the Severn. We will have to help explore new financing tools to fund a new kind of global development; and there is a role for Bristol in shaping the emerging new forms of governance and economy. But new solutions require an engaged and interested public – and we do not intend to develop them in isolation or in our old disciplinary silos.

As our train pulled into Temple Meads, Alex Minshull told me that what he took from the Conference was a renewed awareness of what he already knew – do not get ‘locked in’ to the future you do not want. We must make the right choices today, choices that do not pile future carbon debt onto the future.  We must invest in our young people today so that they are prepared to lead tomorrow.  We must invest in new technology today so that it is ready when we need it.

It starts today.

On Friday, I am helping Alex Minshull, Director of Sustainability for Bristol City Council, wrap up the Bristol and Paris Pavilion with our partners from ICLEI – Local Governments for Sustainability. It was a great pleasure to be on the stage with Gino Van Begin, ICLEI’s Secretary General, and Yunus Arikan, ICLEI’s Head of Global Policy and Advocacy, both of whom have spent years advocating for the important role of non-state actors – an advocacy that was vindicated beyond all doubt over the last fortnight.

On Friday night, I am on the Eurostar, trying to make up for lost sleep and trying to wade through the penultimate draft of the text. Ironically, I have to buy bottled water at Paddington as there was no place to refill my new COP21 bottle… a reminder of how far we have to go. Ironically, I have to get a lift home from Temple Meads.

And then on Saturday, back home, I am admiring those who took to the streets of Paris with a message of hope, while waiting (and waiting) for the final announcement, following the Guardian and BBC news livestreams as a ‘shall’ became a ‘should’, as text was finalised, as countries read their final statements. And then at around 6:30 the agreement was ratified.

The next morning, Sunday, I am cooking breakfast on our gas hob and thinking: all of these – in tens of millions of UK households – will have to go in the next 30 years, less to limit warming to 2C.

What a challenge but what an opportunity.

The dust is still settling; the full implications of an Agreement built on self-imposed commitments, peer pressure and united messaging rather than rigid and universal targets are not yet clear.

In Bristol we have made bold pledges on multiple international stages, but before we truly embark on realising those, we will hold a Mayoral and Council-wide election.

Nonetheless, every day this week on the Cabot Institute blog, I will offer a few reflections on what has happened and what must happen next – formulated between the agreement of the Agreement on the 12 December and the start of real work on the 14 December.
