Towards urban climate resilience: learning from Lusaka

 

“This is a long shot!”

These were the words used by Richard Jones (Science Fellow, Met Office) in August 2021 when he asked if I would consider leading a NERC proposal for a rapid six-month collaborative international research and scoping project, aligned to the COP26 Adaptation and Resilience theme. The deadline was incredibly tight but the opportunity was too good to pass up – we set to work!

Background to Lusaka and FRACTAL

Zambia’s capital city, Lusaka, is one of Africa’s fastest growing cities, with around 100,000 people in the early 1960s to more than 3 million people today. 70% of residents live in informal settlements and some areas are highly prone to flooding due to the low topography and highly permeable limestone sitting on impermeable bedrock, which gets easily saturated. When coupled with poor drainage and ineffective waste management, heavy rainfall events during the wet season (November to March) can lead to severe localised flooding impacting communities and creating serious health risks, such as cholera outbreaks. Evidence from climate change studies shows that heavy rainfall events are, in general, projected to increase in intensity over the coming decades (IPCC AR6, Libanda and Ngonga 2018). Addressing flood resilience in Lusaka is therefore a priority for communities and city authorities, and it became the focus of our proposal.

Lusaka was a focal city in the Future Resilience for African CiTies and Lands (FRACTAL) project funded jointly by NERC and DFID from 2015 to 2021. Led by the Climate System Analysis Group (CSAG) at the University of Cape Town, FRACTAL helped to improve scientific knowledge about regional climate in southern Africa and advance innovative engagement processes amongst researchers, practitioners, decision-makers and communities, to enhance the resilience of southern African cities in a changing climate. I was lucky enough to contribute to FRACTAL, exploring new approaches to climate data analysis (Daron et al., 2019) and climate risk communication (Jack et al., 2020), as well as taking part in engagements in Maputo, Mozambique – another focal city. At the end of FRACTAL there was a strong desire amongst partners to sustain relationships and continue collaborative research.

I joined the University of Bristol in April 2021 with a joint position through the Met Office Academic Partnership (MOAP). Motivated by the potential to grow my network, work across disciplines, and engage with experts at Bristol in climate impacts and risk research, I was excited about the opportunities ahead. So when Richard alerted me to the NERC call, it felt like an amazing opportunity to continue the work of FRACTAL and bring colleagues at the University of Bristol into the “FRACTAL family” – an affectionate term we use for the research team, which really has become a family from many years of working together.

Advancing understanding of flood risk through participatory processes

Working closely with colleagues at Bristol, University of Zambia, University of Cape Town, Stockholm Environment Institute (SEI – Oxford), Red Cross Climate Centre, and the Met Office, we honed a concept building on an idea from Chris Jack at CSAG to take a “deep dive” into the issues of flooding in Lusaka – an issue only partly explored in FRACTAL. Having already established effective relationships amongst those involved, and with high levels of trust and buy-in from key institutions in Lusaka (e.g., Lusaka City Council, Lusaka Water Security Initiative – LuWSI), it was far easier to work together and co-design the project; indeed the project conceived wouldn’t have been possible if starting from scratch. Our aim was to advance understanding of flood risk and solutions from different perspectives, and co-explore climate resilient development pathways that address the complex issue of flood risk in Lusaka, particularly in George and Kanyama compounds (informal settlements). The proposal centred on the use of participatory processes that enable different communities (researchers, local residents, city decision makers) to share and interrogate different types of knowledge, from scientific model datasets to lived experiences of flooding in vulnerable communities.

The proposal was well received and the FRACTAL-PLUS project started in October 2021, shortly before COP26; PLUS conveys how the project built upon FRACTAL but also stands for “Participatory climate information distillation for urban flood resilience in LUSaka”. The central concept of climate information distillation refers to the process of extracting meaning from multiple sources of information, through careful and open consideration of the assumptions, strengths and limitations in constructing the information.

The “Learning Lab” approach

Following an initial evidence gathering and dialogue phase at the end of 2021, we conducted two collaborative “Learning Labs” held in Lusaka in January and March 2022. Due to Covid-19, the first Learning Lab was held as a hybrid event on 26-27 January 2022. It was facilitated by the University of Zambia team with 20 in-person attendees including city stakeholders, the local project team and Richard Jones who was able to travel at short notice. The remainder of the project team joined via Zoom. Using interactive exercises, games (a great way to promote trust and exchange of ideas), presentations, and discussions on key challenges, the Lab helped unite participants to work together. I was amazed at the way participants threw themselves into the activities with such enthusiasm – in my experience, this kind of thing never happens when first engaging with people from different institutions and backgrounds. Yet because trust and relationships were already established, there was no apparent barrier to the engagement and dialogue. The Lab helped to further articulate the complexities of addressing flood risks in the city, and showed that past efforts – including expensive infrastructure investments – had done little to reduce the risks faced by many residents.

One of the highlights of the Labs, and the project overall, was the involvement of cartoon artist Bethuel Mangena, who developed a number of cartoons to support the process and extract meaning (in effect, distilling) the complicated and sensitive issues being discussed. The cartoon below was used to illustrate the purpose of the Lab, as a meeting place for ideas and conversations drawing on different sources of information (e.g., climate data, city plans and policies) and experiences of people from flood-affected communities. Integrating scientific and experiential knowledge of flood risk

In addition to the Labs, desk-based work was completed to support the aims of the project. This included work by colleagues in Geographical Sciences at Bristol, Tom O’Shea and Jeff Neal, to generate high-resolution flood maps for Lusaka based on historic rainfall information and for future climate scenarios. In addition, Mary Zhang, now at the University of Oxford but in the School of Policy Studies at Bristol during the project, collaborated with colleagues at SEI-Oxford and the University of Zambia to design and conduct online and in-person surveys and interviews to elicit the lived experiences of flooding from residents in George and Kanyama, as well as experiences of those managing flood risks in the city authorities. This work resulted in new information and knowledge, such as the relative perceived roles of climate change and flood management approaches in the levels of risk faced, that was further interrogated in the second Learning Lab.

Thanks to a reduction in covid risk, the second lab was able to take place entirely in person. Sadly I was unable to travel to Lusaka for the Lab, but the decision to remove the virtual element and focus on in-person interactions helped further promote active engagement amongst city decision-makers, researchers and other participants, and ultimately better achieve the goals of the Lab. Indeed the project helped us learn the limits of hybrid events. Whilst I remain a big advocate for remote technology, the project showed it can be far more productive to have solely in-person events where everyone is truly present.

The second Lab took place at the end of March 2022. In addition to Lusaka participants and members of the project team, we were also joined by the Mayor of Lusaka, Ms. Chilando Chitangala. As well as demonstrating how trusted and respected our partners in Lusaka are, the attendance of the mayor showed the commitment of the city government to addressing climate risks in Lusaka. We were extremely grateful for her time engaging in the discussions and sharing her perspectives.

During the lab the team focused on interrogating all of the evidence available, including the new understanding gained through the project from surveys, interviews, climate and flood data analysis, towards collaboratively mapping climate resilient development pathways for the city. The richness and openness in the discussions allowed progress to be made, though it remains clear that addressing flood risk in informal settlements in Lusaka is an incredibly challenging endeavour.

What did we achieve?

The main outcomes from the project include:

  1. Enabling co-exploration of knowledge and information to guide city officials (including the mayor – see quote below) in developing Lusaka’s new integrated development plan.
  2. Demonstrating that flooding will be an ongoing issue even if current drainage plans are implemented, with projections of more intense rainfall over the 21st century pointing to the need for more holistic, long-term and potentially radical solutions.
  3. A plan to integrate flood modelling outputs into the Lusaka Water Security Initiative (LuWSI) digital flood atlas for Lusaka.
  4. Sustaining relationships between FRACTAL partners and building new links with researchers at Bristol to enable future collaborations, including input to a new proposal in development for a multi-year follow-on to FRACTAL.
  5. A range of outputs, including contributing to a FRACTAL “principles” paper (McClure et al., 2022) supporting future participatory projects.

It has been such a privilege to lead the FRACTAL-PLUS project. I’m extremely grateful to the FRACTAL family for trusting me to lead the project, and for the input from colleagues at Bristol – Jeff Neal, Tom O’Shea, Rachel James, Mary Zhang, and especially Lauren Brown who expertly managed the project and guided me throughout.

I really hope I can visit Lusaka in the future. The city has a special place in my heart, even if I have only been there via Zoom!

Drone Ecologies: Exploring the opportunities and risks of aerial monitoring for biodiversity conservation

Drones, also known as unmanned [sic] aerial vehicles (UAVs), are becoming an increasingly common technology within conservation, with uses ranging from mapping vegetation cover, to detecting poachers, to delineating community land claims. Drones are favoured as they’re cheaper and simpler than rival remote sensing technologies such as satellites, yet despite their benefits, they pose a number of issues regarding personal privacy rights and can be difficult to navigate in environments like dense forests. Moreover, as social scientists have previously highlighted, monitoring technologies such as drones have the potential to be used for covert surveillance in conservation areas as part of what they call ‘green securitisation’ (Kelly and Ybarra, 2016; Massé, 2018). To date, however, there has been limited discussion between drone practitioners and scientists across disciplines regarding what a drone can do, and how it is done.

This was the inspiration behind Drone Ecologies, an online workshop hosted by the University of Bristol on the 5th and 6th of July 2021. With over 60 participants representing various disciplines across the social and natural sciences, as well as experts from the arts, industry, and NGOs, the workshop aimed to create an open space for important interdisciplinary dialogues concerning the use of drones for conservation purposes. Through a series of panels, presentations, and breakout activities, we discussed the technical, operational, and analytical dimensions of drones, as well as the ethical, political, and sociocultural impacts of introducing drones and other monitoring technologies into conservation spaces. This essay offers an overview of the conversations that took place during the workshop, and we invite others to take part in these ongoing discussions.

Our opening panel explored some of the operational benefits of drone technologies for environmental researchers. Drones can provide optical coverage over large areas with high spatial and temporal resolution, and have been successfully deployed to monitor various wildlife populations; assess changes in land cover; and map human-landscape interactions. However, with an increase in the technical capabilities of both drones and the sensors they carry, drones are becoming more than just airborne cameras. They can now be used to monitor other environmental components—e.g. noise, air pollution, and pollen levels—opening the door for new and diverse forms of data generation and analysis. Another emerging feature with huge potential for data collection is the integration of drones with other devices as part of the Internet of Things (IoT). Networks of coordinated drones that are able to share information and react in real-time could become instrumental in new anti-poaching efforts and for long-term, large-scale environmental monitoring.

Alongside a discussion of the advantages that drones provide for researchers and state agencies, much attention was given to the ways in which drones may be used to benefit local communities by, for example, monitoring forest fires within their concessions, or by demonstrating sustainable forest stewardship. Speakers such as Jaime Paneque-Gálvez and Nicolás Vargas-Ramírez from the National Autonomous University of Mexico showed how several community-based projects in South and Central America successfully utilised low-cost drones for participatory mapping processes. The researchers presented their experiences in teaching peasant and Indigenous communities in Mexico, Bolivia and Peru how to pilot and maintain drones, and how to incorporate drone-based imagery and orthomosaics into GIS products. These high-resolution, geo-referenced maps could then be used as evidence for territorial claims, or to expose environmental damage to forests and rivers. The use of drones granted the communities access to greater levels of spatial and temporal resolution with lower financial barriers, as well as greater degrees of inclusivity and autonomy over data collection when compared to satellite products.

Despite the logistical advantages of drones, there are still drawbacks regarding their use in environmental monitoring. Although they may reduce some environmental disturbances associated with monitoring—e.g. the cutting of tracks for transects—they also introduce new concerns, such as acoustic disturbance to wildlife under observation (and otherwise). However, some of the biggest concerns discussed during the second panel of the workshop were the negative impacts that drones may have on the communities living in and around the conservation areas being monitored. Trishant Simlai, a PhD candidate at the University of Cambridge, gave a plenary presentation showing how drones in India, along with other technologies used for conservation monitoring, form part of a deliberate system of surveillance and harassment of forest communities by the forestry department, exacerbating local inequalities along lines of class, caste, and gender, and producing ‘atmospheres’ of control. The second panel’s presentations also highlighted how, regardless of the operator’s intent, communities and individuals alter their behaviour when monitoring technologies are deployed by, for instance, avoiding areas that may have previously provided refuge and privacy.

During a group dialogue on green securitisation, Boise State University’s Libby Lunstrum posited several key observations on drones which formed the basis of ongoing conversations. Firstly, the militaristic origin of drone technologies raises concerns about the complicity of drone use with broader shifts towards militarised conservation and human rights violations. Secondly, unlike the cases presented by Paneque-Gálvez and Vargas-Ramírez, underlying power relations may mean that drone technologies are not always truly accessible for all community members. There are also epistemic concerns regarding the relationship between the disembodied and ‘objective’ knowledge purportedly produced by drones and the embodied and situated forms of knowledges produced by other, on-the-ground methods. Finally, there are a range of critical questions concerning the political economy of drone production: who is investing in these technologies? How do militarised actors participate in conservation, at times greenwashing harmful practices against local communities? How are drones complicit with these dynamics, and how do we reconcile that with their positive uses?

Given the above considerations, and the increasing use of drones for data collection, much of the final discussion at the workshop focused on the ethical implications of using drones within conservation. Drawing inspiration from Sandbrook et al.’s (2021) recent paper on the socially responsible use of conservation monitoring technology, we amended the guidelines set out in their paper to be specifically applicable to drones. Some key concerns included issues of proportionality—whether drones are always necessary tools for conservation practices—and the importance of recognising and foreseeing the potential for social implications in the first place. These concerns, we believe, are often obscured by the techno-optimism that surrounds drones, alongside a generally prevalent faith in technological solutions to conservation problems.

By the end of the workshop, it was clear that the use of drones for conservation purposes is a complex matter, and their use is subject to many conflicting ideas. Drones configure power relations in which social, political, and economic asymmetries and vulnerabilities can be exacerbated. However, drones can also be used for environmental justice purposes and can aid in the reduction of inequalities when their use is democratised and appropriate for local communities. The workshop also revealed some of the networks, assemblages, and ecosystems that drones inhabit, and that constitute power relations in which drones could play a role. It is important that these networks of relationships and interests that mobilise drones and other complementary technologies—e.g. satellite images—are made explicit, so that we can understand new configurations of power that are developing and identify those who benefit from the introduction of drones.

Additionally, the workshop also highlighted the relevance of multi- and interdisciplinary dialogues in understanding and developing the use of drones and other types of monitoring technologies for conservation purposes. We believe that it is important for these interdisciplinary networks to be established, and to continue exploring the complex impacts that drones have on environments, humans, and conservation practices. The interdisciplinarity approach simultaneously engages different disciplinary approaches and ethics, mitigating any blind spots within research and fully illuminating any potential damage or disturbances arising from drone use. This workshop marked an opening of these dialogues which we hope will continue within this emerging space, building towards the development of cross-disciplinary guidelines and policies for the ethical and responsible use of drones in conservation.

The COP26 Goals and Small Island Developing States

Small Island Developing States (SIDS) have had a giant impact on international climate negotiations. As part of the Alliance of Small Island States and the High Ambition Coalition, SIDS have pushed for the 1.5°C Paris Agreement target through their tagline “1.5°C to stay alive” as well as their advocacy for loss and damage and climate adaptation finance. Without them, the Paris Agreement would not be nearly as ambitious [1], and there would not be the focus on the 1.5°C temperature goal to the extent there is today. SIDS are amongst the countries on the frontline of the climate emergency, whilst being some of the least responsible for greenhouse gases causing anthropogenic climate change.

But SIDS have not sat back quietly whilst their future becomes more uncertain. They are fighting for the assurances of climate mitigation from the rest of the world to help ensure their habitable future.

As part of this year’s United Nations Climate Conference COP26, four goals have been set to drive forward ambition to tackle the climate emergency. Here are four reasons why achieving these goals is not only crucial for the future of humanity, but especially for SIDS.

1. Secure global net zero by mid-century and keep 1.5°C within reach

SIDS have long been champions of the 1.5°C goal, underlining the science that demonstrates that limiting warming to 2°C would be inadequate to ensure a habitable future for some small island states. Following the 2018 IPCC report looking at the impacts of a world at 1.5°C and 2°C, a 1.5°C global temperature rise in SIDS would already lead to [2]:

    ↑ More intense rainfall events

    ↑ More extreme heat

    ↑ Longer and more extreme drought

    ↑ Increased flooding

    ↑ Freshwater stress

    ↑ Significant loss of coral reefs

    ↑ Sea level rise

Any increase greater than 1.5°C would compound and exacerbate these risks further and could lead to the loss of ancestral homelands for thousands of people in low-lying islands such as the Maldives or Kiribati. For other islands, there would be severe impacts on lives and livelihoods. To highlight just one example, communities in small islands often rely on coral reefs for food, storm protection and tourism (to name but a few of the many reasons coral reefs are critical to coastal communities all over the world). But at 2°C warming, 99% of coral reefs are likely to perish [2]. For some small islands it really is “1.5°C to stay alive”.

2. Adapt to protect communities and natural habitats

Adaptation will be required in SIDS to help communities adjust to the consequences of a more extreme climate. From coral reef and mangrove restoration in the Caribbean, to early warning systems in the Pacific, adaptation strategies in SIDS are accelerating, but this must be aided by appropriate finance and support. The United Nations proposes that at least 50% of climate finance should be spent on building resilience and adaptation, but financial capital is currently the key limiting factor for adaptation in SIDS. Mobilising finance to boost adaptation projects would be the first step up a long ladder in assisting SIDS facing the steep cost of adapting to a climate they did not create.

3. Mobilise finance

Developing nations such as those in SIDS need financial assistance from developed economies to fund adaptation and the transition to a greener future. This is entirely reasonable considering that developed nations have built their economies using fossil fuels, of which the consequences are a) already impacting SIDS today and b) not an option to fuel sustainable development. Developed countries pledged to raise at least $100billion annually by 2020 to support developing countries with adaptation and mitigation, but in 2018 just $78.9billion had been mobilised [3]. Even if this $100billion is attained it would still be vastly insufficient, considering estimated costs of adaptation in developing countries will be $280-500billion in 2050 [4].

But what about the communities or entire islands who cannot adapt? SIDS have also been key advocates for loss and damage reparations, seeking compensation for their inequitable experience of climate-related disasters and for the loss and damages that cannot be recovered or adapted against. Broadly speaking, this refers to climate-related loss and damages – such as those from weather and hazard events we know are being made more likely and more severe by climate change – as well as helping to avoid future loss and damage through adequate risk reduction and adaptation.

In whichever form these reparations come, it is vital that they come faster and with bolder ambition.

4. Work together to deliver ambition into action

Small Island Developing States cannot combat the climate emergency alone. After all, the very reason for the extreme injustice of climate change in SIDS is that they have done little to cause the problem that they are bearing the consequences of. To put this in context, SIDS are responsible collectively for less than 1% of global greenhouse emissions [5]. This is where governments, business, and civil society from all over the world come in. SIDS (and the entire planet, frankly) need all countries to come forward with robust plans and targets for slashing emissions by at least 50% by 2030 and reaching net zero by 2050, as well as agreeing to mobilise finance to support adaptation against the damage we have already locked in.

Time is ticking. Let’s ensure these goals are achieved at COP26 to help speed up our race against the clock, so that we can safeguard a habitable future for SIDS, for ourselves and the planet.

Safeguarding sustainable future communities: Lessons from Covid-19

The Covid-19 pandemic has brought hardship to many people across the UK, both in terms of the direct health impacts of the virus and the economic and social consequences of lockdowns. However, it has also demonstrated the resilience of our communities, and the importance of strong social infrastructure in responding to crises. Within hours of the first lockdown being announced, community organisations took rapid action, with many completely shifting their models of service delivery to meet the changing needs of their communities. This extraordinary response has been one of the good news stories of the pandemic, as many more people and local governments have realised the value of services provided by community organisations. My research sought to build an understanding of the experience of the community sector in Bristol during the Covid-19 pandemic to determine what allowed them to coordinate such an effective response, and how they can be better supported to respond to future crises.  

Why study community resilience?

Climate change has made it more important to understand how we respond to major shocks and disasters, as they are likely to increase in both frequency and severity in future. While the physical infrastructure required to respond to different shocks – such as floods, heatwaves and pandemics – varies greatly, building strong social and community infrastructure strengthens resilience to many different events. A recent report from the national community network Locality discussed the case of Calderdale Council, which has faced three major flooding incidents in the last eight years. The knowledge, networks and partnerships built through coping with floods in the past made Calderdale more resilient and responsive to the Covid-19 crisis, despite being developed for a different purpose. Understanding the strengths and vulnerabilities of Bristol’s community infrastructure when exposed to a crisis is key to building long-term community resilience.

To understand the strengths and weaknesses of community resilience in Bristol, I interviewed thirteen people working across the sector.

I found that community organisations were very well-placed to respond to this crisis. Those interviewed discussed how they could act quickly to meet community needs because their decisions weren’t subject to the same bureaucracy or hierarchical decision-making structure as local governments. The highly localised nature of community organisations also meant that they could deliver solutions and services that were tailored to the needs of the populations they served, like culturally appropriate meals or shopping for older residents.

Community organisations also had access to informal networks within their localities which allowed them to coordinate with local businesses, residents, and other voluntary organisations to deliver necessary services. In Easton, for example, there was coordination across community groups and businesses which allowed each organisation to focus on the service they were best placed to deliver, even if it meant ceding responsibility for their normal functions to another organisation who could deliver it more effectively. Up Our Street, for example, focused on providing resources for children, such as milk, nappies, and activity packs to their communities, identifying that this was a necessary role that they were well-placed to fill.  Community alliances were particularly effective at this coordination, especially those who had access to physical spaces to use as community hubs for service delivery.

There were, however, a number of barriers which community organisations faced. Every single interviewee from the community sector raised the importance of funding sources. Due to central government cuts in recent years, many organisations became reliant on traded income and fundraising to deliver their services, sources of income generation which disappeared quickly during the lockdown. This meant that community organisations had to furlough staff and work on reduced incomes when the need for their services was at an unprecedented high. In contrast, those organisations with access to flexible, long-term grant funding emphasised how valuable it was to  their response. A key message was that many organisations  may not survive to respond to the next crisis without more resilient funding models.

Effective communication with local government was also cited as a challenge. Many Bristolians, particularly vulnerable members of the population, did not have direct access to information about the evolving crisis and relied heavily on community organisations. Improving communication between local governments and citizens, particularly through faith-based organisations, such as gurdwaras, mosques, and churches was recommended. More generally, many organisations felt communication and coordination with local government needs to be improved in future, given the depth of local knowledge and networks such organisations can offer to help improve services.

Indeed, the most effective community responses were achieved where Bristol City Council sought to enable and support the existing work being undertaken by community organisations. For example, the City Council’s Can Do platform and  “We Are Bristol” helpline become important mechanisms for urgent recruitment of volunteers. BCC also removed a lot of superfluous red tape and bureaucracy, trusting organisations to act in the best interests of their communities and take greater responsibility. The Council became more reliant on the efforts of the community sector than before, and the trust built between them has provided community organisations with more “soft power” to influence decision-making. Continuing this trusting and enabling relationship will be key to recovery, and ensuring that community resilience is enhanced moving forward.

Key lessons

Building resilient community and social infrastructure is key to safeguarding Bristol’s sustainable future. Community organisations are vital first responders in a crisis and have the necessary networks and knowledge in their communities to understand and deliver what their communities need. By supporting these organisations, through promoting their long-term financial stability and including them in community decision-making, it is possible to create a more resilient Bristol which will be able to respond to any future shocks.

Rebuilding Bristol as a city of care

I was asked to speak at an event organised by the Mayor of Bristol, Marvin Rees and the City Office team that brought together academics and other interested in rebuilding Bristol. I was asked to respond to the following question and thought people might be interested in reading the full text here:

‘Bristol, along with cities all over the globe, is facing an unprecedented health, economic and social crisis. This brings both a challenge and an opportunity to rebuild our city. If we do it well, Bristol will be more inclusive, more sustainable and more resilient in the face of future shocks. If we do it without thinking, falling into old assumptions (i.e. badly), the opposite is true. How should we rebuild our city?’

In 5 minutes I can only hope to raise some issues and matters of concern. There are many present here today who will know a lot more than me about aspects of social justice – especially around race, disability and class and I hope they will join in afterwards with comments and concerns. This is intended to be a provocation for ongoing conversations that bring diverse knowledges and expertise together so that we can begin to rebuild our city to be more inclusive, sustainable and resilient.

We knew before this pandemic struck that many communities and organisations were facing an ongoing crisis – a crisis in which inequalities are growing, where austerity and a desire for growth at all costs had pushed cities around the world into a situation where social, economic and environmental justice were comprised.

The pandemic has helped to make visible where people and communities are falling through the cracks in our cities and illustrated more widely that a return to business as usual is not an attractive option for those of us interested in social, economic and environmental justice. It is not an option for those families living in crowded accommodation who don’t have enough food on a daily basis, it’s not an option for those living with disabilities or ill health who rely on inadequate, time rationed segments of care delivered by care workers who are undervalued and underpaid. It’s not an option either if we want to take our responsibilities to the planet seriously.

So what have we seen during this crisis that helps us to understand our challenges as a city and the assets that we have to draw on in rebuilding them.

We have seen the incredible efforts of the community and voluntary sector in the city who have built on established and designed new alliances to tackle their communities’ needs. These initiatives have gone way beyond reactively responding to the everyday, urgent needs of their communities. For instance, Knowle West Alliance, developed over the last two years, brings together large and small community organisations- they have set up a community food bank, coordinated volunteers, communicated through digital and postal service with all community members, used the amazing Bristol Can Do platform to recruit volunteers and assign them to a brand new befriending service and committed to reflecting and learning as part of this discussion. The Support Hub for older people, set up in 2 weeks in order to bring together organisations in the city concerned with the needs of older people, were determined to draw on their collective expertise to provide a range of support for older people including practical and emotional support but also virtual activities. These examples, and many others, demonstrate how through working collaboratively across sectors and alongside our communities we can go way beyond provision of ‘crisis’ support. They have shown the value and strength of the civil society sector in the city in working alongside communities at the margins building on their ongoing, long term work and trusted relationships with the communities that they serve.

We have finally appreciated and valued the key workers who support systems of care in the city – the care workers, teachers, food delivery workers and community development workers. Raising questions around how we might change our systems of value in the city.

Our neighbourhoods and streets have fostered intergenerational and cross cultural discussion and we have made new friends – we have come together in Whats App groups and through socially distant street gatherings to share our concerns, to provide care where this has been needed and, importantly, to laugh and cry together. A question we might want to explore here relates to how we might develop ‘community’ across our neighbourhoods providing the support we all need across generational and cultural difference, in and between hyperlocal areas?

Our green spaces have provided the space for those without gardens to enjoy fresh air and exercise, whilst socially distancing. Roads, free of cars, have provided new found space for children and families to play and cleaner air, particularly in those areas of the city where poor air quality is a particular concern. Lizzi has already suggested the need to capitalize on this in bringing forward environmental change in our city and globally.

I would argue that in Bristol’s response to COVID 19 we have seen that our city is a place resplendent with learning, creativity, innovation and care.

I want to pick up particularly on this last word which I think is highly relevant. I want to suggest that if we want to tackle issues of social, economic and environmental justice we need to retain a focus on the role of care in the city. I draw on the feminist scholar Jean Tronto’s definition of care as ‘everything that we do to maintain, continue and repair ‘our’ world so that we can live in it as well as possible. Feminist approaches to care foreground our interdependencies, and encourage us to take notice of peoples’ lived experiences, their existing knowledges and expertise and the stories they tell about them. They encourage us to do what Jane Jacob’s the great American City planner suggested – to take notice of the complexity of our city, to look closely ‘at the most ordinary scenes and events and attempt to see what they mean and whether any threads of principle emerge.’ (Jacobs, 161, p.23). I think we have seen a lot of these ordinary scenes during this pandemic but that we need to work quickly to recognise the threads of principles and new values that might emerge.

My suggestion is that we need to work care-fully together to build on the wide range of vital and lively existing learning, innovation and creativity in our cities. However, a word of caution. We must not make assumptions that there is consensus on what these principles or values might be and we need to recognize that ‘rebuilding Bristol’, especially if we want to challenge concerns around social, economic and environmental justice, will not be easy. We will need to continually ask ‘who is not involved?’ We will need to ensure that we work with others who are ‘not like us’ or with whom we disagree. We will need to design new processes and methods for this and we will have to be open to building new relational capacities in the process, with each other but also with the environment surrounding us.

I want to finish by saying this is a moment that we need to grasp head on drawing on the many assets that we have in the city, many of which have been made more visible through this crisis. We have achieved so much in the city during this pandemic which will support us to work differently to challenge questions of social, economic and environmental justice in the city.

Delivering the ‘Future City’: collaborating with or colluding in austerity?

In Bristol’s European Green Capital year, the University of Bristol and its Cabot Institute have been working with the Bristol Green Capital Partnership and its members to convene a series of four conversations between Bristol academics and city ‘thinkers’ from across public, private and civil society exploring how Bristol delivers the ‘future city’ –  what capacities it needs to be resilient, sustainable and successful and how it can start to develop these in times of changing governance and tightened finances. The University of Bristol and the Green Capital Partnership have convened a series of conversations between Bristol academics and city ‘thinkers’ to discuss Bristol’s capacities as a future city. The second of our conversations discussed ‘austerity and service delivery’, building on the ideas emerging from the first workshop which was on governance. ‘Austerity’ impacts on the public sector and the city in many ways and it impacts unevenly on different places, sectors and social groups. It can also be used as a (short term) excuse for sidelining environmental obligations – resulting in even greater problems further into the future. It was interesting to see, in the Netherlands recently, civil society taking their government to court to demand stronger carbon cutting targets despite tight finances. The court ordered the government to cut emissions by 25% within five years rather than the planned 14-17% in order to protect citizens from climate change. What could a city like Bristol do to lead the way in challenging government?

Below are some of the ideas and thoughts emerging from our big conversation on austerity.

Words that came out of our conversation on austerity.

Our debate questioned how much of what we are seeing in austerity is really about political values and choosing not to spend money that is there or to spend it in a particular way. In the current political climate, arguably the poorest feel the effects disproportionately, exacerbating inequalities that already exist. So is austerity necessary? If we’ve been living beyond our means then something needs to change, but maybe it’s something fundamental about the system rather than under-resourcing a flawed system and hoping to manage. It was suggested that we need to ‘hospice out the old system and birth in a new one’, questioning the assumptions that underpin the apparent need for austerity and creating different narratives and cultural norms.

Whatever we think about the austerity agenda, there is a need to survive and be resilient in the face of it and to find ways of looking after the poorest communities so that they don’t suffer even more.  Solutions are starting to emerge at a local level but, as one participant said, “we can’t forget the underpinning politics; we can’t let these solutions be escape clauses for the politics that are creating bad situations”. So alternative solutions should be pursued in a way that recognises that they can be empowering, whilst also acknowledging that they are less ideal alternatives to a non-austerity agenda.

Public sector

In the public sector, many would argue that much of the scope for efficiency gains has already been used up. The further cuts that seem likely will impact not only on the ways in which the public sector provides public services but also on whether it provides some services at all.  It is under enormous pressure to maintain services despite increasingly constrained resources and staff are feeling the strain. What is the opportunity to do things differently? In some places, the ideas of ‘entrepreneurial municipalism’ and ‘municipal entrepreneurialism’ are gaining traction. How can the council be more entrepreneurial, and how can the entrepreneurs in the city be enabled to provide municipal wellbeing (services to support the wellbeing of citizens in the city) in different forms? Or how do these come together – the public sector being more entrepreneurial, the private and civic sectors being more municipal?

Bristol City Council was criticized in some areas for taking a monolithic and closed approach and for not sharing and using the expertise that exists in the city to everyone’s benefit. It was suggested that a collaborative, open and co-produced approach might have more and wider support. By contrast, in other areas as we observed in our last debate, it has maintained a hands-off approach which has allowed external innovation to flourish.

The impacts of recent changes to the benefits system (such as capping benefits, restricting who can access them and delaying payment) were described as devastating, especially on families and young people. New ways of distributing benefits and other services which rely on digital access also impacts on those who need them most. A particular problem is in housing where private rents are rising and the caps on social rents will result in substantial deficits and a reduced ability to build more stock just at a time when, with new rights to buy, there needs to be more investment from both local authorities and housing associations.

Beneficial ‘collaboration’ with austerity

How do we collaborate in or co-opt the austerity agenda without colluding in it? In other words, how can we make the best of something that will happen without saying that we accept the need for it? Austerity might force new ways of doing things and if we grasp the challenge we might actually discover something new and better in the process by questioning some of the old systems and assumptions about how and by whom services are provided. In this way, a new and better system might be created in spite of the government, rather than because of it.

Communities and organisations across the country are seeking to solve the problems caused by austerity and there are many examples where a really exciting idea develops in a particular place and time. We need to both learn quickly enough to enable those successes to carry on, but also to identify why they happen and how they can be transplanted, nurtured and scaled up and out into other areas, creating something that’s bigger than the sum of its parts. Potentially this is “playing to a Conservative agenda around self-reliance”, but if we change the language to make it more about community empowerment and reconfiguring to bring all the assets that we’ve got in the city together in new ways, it feels much more positive. This is important not just for people who are desperate now but in order to construct a new vision and build capacity for future resilience:

“So much is not exclusive between surviving the space we’re in and articulating a new narrative and a new way of thinking and working.”

Power, short termism and rethinking

But first, there is a need to better understand the current direction of travel and powers held by different players in the city in order to gain clarity over what will happen if we just continue on the present path.  What social and environmental services will be lost and with what results? Once those implications are clear, a new vision can take form, one that reflects what is needed for the long term and not just to solve immediate problems, a vision that says ‘what do we do about this in a more proactive way?’  Some of the cuts made now will be false economies, a short term approach leaving bigger problems to solve in the long term. It was suggested that the impacts of the Thatcher government in ‘decimating’ the North of England took perhaps 30 years to regenerate and create a new future for those communities.

This agenda could be an opportunity to rethink ‘prosperity’ and to challenge the GDP growth paradigm to bring long term planetary and social justice benefits. We can see in so many ways that the current economic system isn’t working, so what are the opportunities for change? In the past, ambitions to get people to consume less have failed where people have resisted any infringing on their personal freedoms but, in the interests of their own communities and if, as one participant contributed, it is framed as a way of avoiding ‘stuffocation’ to lead more fulfilled lives, could it be better received?

Who has the power in the city or neighbourhood to make changes, who can authorize something being done differently? At a local level, are there low hanging fruit that could be grasped to start making smaller changes leading to bigger new systems in the long term? Is this the ‘big disruption’ that we need to force beneficial change to a more sustainable future?

Mechanisms

What are the mechanisms available to make changes? For example how can we raise financing locally? At the moment, we have little control or revenue raising powers locally because of the centralised way that budgets are controlled. But there are opportunities such as the Social Value Act which could be used to benefit local communities through the supply chain. Or are there ways to harness the resources of the businesses in the city to deliver social benefit? It is in their interest to invest in a more equal, cohesive city where their employees will want to live and where they can do business.

There could also be a role for the major institutions in the city too – for example the NHS through the Bristol Royal Infirmary and Southmead complexes account for about 10% of all travel in the city through staff, patients and visitors. It also has a civic function in addressing the ‘wellness’ of its patients and citizens more widely – developing links with communities to address chronic health problems – but can we / should we seek to change the rules on health spending to address causes before they become illnesses and if so, how do we account for the lag that will result whilst historical ill health works its way through the system? What is within local powers and what should be if we want to take a longer term view?

Devolution is also an opportunity – can the power to raise finance for particular things be devolved? Could we manage NHS spending locally, allowing a more holistic view to be taken? Or does devolution just mean that the same decisions will be taken at a more local level? Although Bristol’s politics is left-leaning, the surrounding areas are blue and more likely to reflect the politics and values of central government.

Another way, within the city, is for all employers to commit to the living wage or to have a city that was “proud to have a maximum wage”, with voluntary contributions to a city-wide fund.

Where to now?

Our austerity debate talked about ‘solidarity’ across the city and collaborating or co-opting rather than colluding in an austerity agenda to get the least worst outcome. The phrase ‘being ahead of the curve’ came up but it needs to be the right curve or we need to ‘create a different curve’ or new system. Communities are developing resilience through new partnerships and new ways of doing things, sharing their experiences and learning, to start to develop a new narrative and a more equitable, sustainable and resilient locally owned system. These new partnerships are reframing the debates; for example to tackle transport issues through reducing obesity, tackling air pollution and changing the way people think about moving around the city. Universities have a role too in supporting the sharing of learning and new systems, finding good examples from elsewhere and producing collaborative research into what works and why.

Manufacturing in Bristol – Bridging the gap to a more sustainable and more resilient future

The University of Bristol and partners announce the launch on 22 of April of a new collaborative research project to determine how highly adaptable manufacturing processes, capable of operating at small scales (re-distributed manufacturing), can contribute to a sustainable and resilient future for the city of Bristol and its hinterland. 

The next few years have the potential to be transformative in the history of our society and our planet.  We are faced with numerous choices in how we live our lives, and our decisions could either embed the practices of the last two centuries or empower new paradigms for the production of our food and energy, our buildings and transport systems, our medicine, furniture and appliance, all of those things on which we have grown to depend. It could be a transformation in what we own or borrow, how we use it…. And how we make it.

Bristol is one of the Rockefeller Foundation’s 100 Global Resilient Cities.  Unlike many of the other cities (and somewhat unconventionally), Bristol, the University of Bristol and its Cabot Institute have adopted a holistic definition of resiliency that includes not just adaptation to future change but also the contemporary behaviour that minimises the chances of future shocks.  Recognising that, the launch of the Bristol 2015 European Green Capital year focussed on the need to bridge the gap  between our resource intensive and environmentally harmful current behaviour and a more sustainable – and resilient – future.

This combination is key.  Increasingly we recognise that our non-sustainable behaviour could bring about dangerous climate change and resource stress. But we are also obtaining a sharper understanding of the limits of our knowledge. Unfortunately, our behaviour is not just threatening the security of our food, water and energy but is inducing a profound uncertainty in our ability to forecast and adapt to future change.  Not only does such radical uncertainty demand mitigative rather than adaptive action  but, where we fall short or the damage has already been done, it will require an equally radical emphasis on resiliency.

Part of Bristol’s path to achieving these goals of sustainability and resiliency is localism, including local production of food and energy, exemplified by the recent launch of a municipally-owned energy company  but also community-owned energy and food cooperatives.   Localism can only go so far in our highly interconnected and interdependent world, but it is undeniably one of Bristol’s strongest tools in empowering local communities and driving its own sustainability agenda while making us more resilient to external factors.  But why stop at food and energy?

Manufacturing has undergone a suite of radical transformations over the past decade, the potential of which are only now being harnessed across a range of manufacturing scales from high-value (such as Bristol’s aerospace industry) to SMEs and community groups.  Crudely put, the options for the manufacturer have traditionally been limited to moulding things, bashing things into shape, cutting things and sticking things together.  New technologies now allow those methods to be downscaled and locally owned. Other technologies, enabled by the exponential growth of computer power, are changing the manufacturing framework for example by allowing complex shapes to be made layer-by-layer through additive manufacturing.

Crucially, these new technologies represent highly adaptable manufacturing processes capable of operating at small scales.  This offers new possibilities with respect to where and how design, manufacture and services can and should be carried out to achieve the most appropriate mix of capability and employment but also to minimise environmental costs and to ensure resilience of provision.  In short, manufacturing may now be able to be re-distributed away from massive factories and global supply chains back into local networks, small workshops or even homes. This has brought about local empowerment across the globe as exemplified by the Maker movement and locally in initiatives such as Bristol Hackspace.  These technologies and social movements are synergistic as localised manufacturing not only brings about local empowerment but fosters sustainable behaviour by enabling the remanufacturing and upcycling that are characteristic of the circular economy.

There are limits, however, to the reach of these new approaches if they remain dependent on traditional manufacturing organisations and systems into which we are locked by the technological choices made in two centuries of fossil-fuel abundance.  As well as the technologies and processes that we use, a better understanding of how to organise and manage manufacturing systems and of their relationship with our infrastructure and business processes is central to the concept of re-distributed manufacturing and its proliferation.  It requires not only local production but a fundamental rethinking of the entire manufacturing system.

This is the focus of our exciting new RCUK-funded project: it will create a network to study a whole range of issues from diverse disciplinary perspectives, bringing together experts in manufacturing, design, logistics, operations management, infrastructure, engineering systems, economics, geographical sciences, mathematical modelling and beyond.  In particular, it will examine the potential impact of such re-distributed manufacturing at the scale of the city and its hinterland, using Bristol as an example in its European Green Capital year, and concentrating on the issues of resilience and sustainability.

It seems entirely appropriate that Bristol and the SW of England assume a prominent leadership role in this endeavour.  In many ways, it is the intellectual and spiritual home of the industrial use of fossil fuels, responsible for unprecedented growth and prosperity but also setting us on a path of unsustainable resource exploitation.  Thomas Newcomen from South Devon produced arguably the first practical steam engine, leading to the use of fossil fuels in mining and eventually industry; in the late 1700s, coal-powered steam energy was probably more extensively used in SW England than anywhere in the world.  Continuing this legacy, Richard Trevithick from Cornwall developed high pressure steam engines which allowed the use of steam (and thus fossil fuels) for transportation, and of course Brunel’s SS Great Western, built in Bristol, was the first vehicle explicitly designed to use fossil fuel for intercontinental travel.

But that legacy is not limited to energy production.  Abraham Darby, who pioneered the use of coke for smelting iron in Coalbrookdale, i.e. the use of fossil fuels for material production, had worked at a foundry in Bristol and was funded by the Goldney Family, among others.  He married fossil fuels to the production of materials and manufactured goods.

These are reasons for optimism not guilt.  This part of the world played a crucial role in establishing the energy economy that has powered our world.  On the back of that innovation and economic growth have come medical advances, the exploration of our solar system and an interconnected society.  That same creative and innovative spirit can be harnessed again.  And these approaches need not be limited to energy and materials; our colleagues at UWE been awarded funds under the same scheme to explore redistributed healthcare provision. The movement is already in place, exemplified by the more than 800 organisations in the Bristol Green Capital Partnership.  It is receiving unprecedented support from both Universities of this city.  This new project is only one small part of that trend but it illustrates a new enthusiasm for partnership and transformative change and to study the next generation of solutions rather than be mired in incremental gains to existing technology.
